POSITION SUMMARY:
The Human Resources Generalist position is responsible for directing and planning the day-to-day operations of group benefits programs (group health, dental, vision, short-term and long-term disability, worker's compensation, life insurance, retirement plans, etc.). This position provides excellent customer service while continually investigating new benefits programs and assuring compliance with all laws, rules, regulations, policies, and procedures. Promotes the company’s mission and philosophy.

VICE PRESIDENT OF HUMAN RESOURCES
POSITION RESPONSIBILITIES:
A. Benefits Administration
- Responsible for explaining benefits to employees, bill administration, reconciliation and answering questions and concerns from employees regarding their benefit
- Design, recommend and implement new benefits programs. Examine plan designs and benefits cost changes.
- Work with Insurance Provider to negotiate with vendors and administrators for best plans, options, and rates.
- Serve as primary contact for plan vendors and third-party administrators.
- Coordinate transfer of data to external contacts for services, premiums, and plan administration.
- Evaluate and revise internal processes to reduce costs and increase efficiency.
- Document and maintain administrative procedures for assigned benefits processes.
- Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees
- Coordinate daily benefits processing. Handle enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, QDROs, QMCSOs, distributions, loans, hardships, and compliance testing.
- Oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records.
- Gather employee data and oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.
- Audit the accuracy and performance of functions performed by benefits staff.
- Perform plan audits. Prepare, collect, and organize data for actuarial assessments. Review data in conjunction with actuarial evaluation task forces.
- Review both short- and long-range cost estimates/projections and relevant statistical analyses regarding modifications in benefits programs and implementation of new programs.
- Design and distribute materials for benefits orientations, open enrollment, and summary plan descriptions. Provide training and support to group benefits associates, home office associates and the field staff. Assist in open enrollment and administering benefits to employees throughout the course of the year
- Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company's benefits package.
- First point of contact for Workers Compensation incidents, reporting, managing and monitoring light duty programs. Same applies to employee leaves.
- Supports Vice President of Human Resources on employee engagement initiatives.
C. General
- Ensure that all proprietary, financial and employee information is kept confidential.

EMPLOYMENT REQUIREMENTS:
- Ability to communicate and work with all levels of the company’s Employees effectively in a team environment. Ability to work with 60 community managers and corporate accounting team.
- Ability to recognize and communicate problems appropriately. Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
- Ability to relate to the public, Employees, and other professionals appropriately.
- Ability to maintain accurate records and provide information as requested and required.
- Ability to communicate proficiently in English, verbally and in writing.
- Ability to work flexible hours to meet requirements of the job.
- Ability to lift to thirty pounds, 15 pounds regularly. Ability to sit for prolonged periods of time, sitting at a desk and working on a computer.
- Computer proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint; experience with HRIS and benefits databases.
- Strong analytical skills and a thorough knowledge of plan designs.
- Ability to analyze information and report research results.
- Employee is organized, has data entry skills, general math skills, pays attention to detail, is accurate and thorough.
- Project and team management/leadership skills and experience.
- Is responsive to employee inquiries and issues related to benefits
- Can work with minimal supervision and make decisions independently. Ability to understand, evaluate and make judgment on proposals (RFPs).
- Knowledge of benefits contract language.
- Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, OBRA, and Social Security and DOL requirements.
TRAINING AND EXPERIENCE:
Minimum 3 years’ experience in benefits administration. ADP workforce now, essential HR & Benefits and time and attendance experience preferred. Affordable Care Act Knowledge preferred. Experience with FMLA, COBRA, ERISA, etc.preferred.
EDUCATION:
Bachelor’s Degree in human resources or similar field
