POSITION SUMMARY : Assists the Chief of Police / Director of Public Safety with direction and management of personnel and resources for the Public Safety & Police Department. Provides oversight to all sworn and non-sworn department members, manages all operations including police administration, patrol, support services, dispatch, training, internal affairs, accreditation and regulatory compliance. Responsible for planning and managing major campus events. Implements the objectives of the department, while deploying efforts in a community focused approach to law enforcement and overall public safety. Acts in the capacity of Chief / Director in their absence.

RESPONSIBILITIES :

Include, but are not limited to, the following :

ESSENTIAL FUNCTIONS :

  • Employs effective community policing techniques, ensuring positive and professional interactions are maintained with the Endicott College community members.
  • Recommends, develops, administers departmental policies and procedures.
  • Manages the professional standards, accreditation and internal investigative functions. Reports findings to the Chief for action.
  • Ensure that the policies and procedures established, by the department and / or the Collective Bargaining Agreement, are properly observed and enforced
  • Oversees department's operational functions with a focus on mentoring the Lieutenants and Sergeants to be highly effective professional supervisors
  • Conducts briefings, issues patrol assignments / directed patrols, and enhances communications across all shifts.
  • Manages and implements all department trainings and in-service assignments as required
  • Assists in oversight of College's Emergency Response Plan and implementation
  • Compliance with Criminal Justice Information Security (CJIS), CLERY, FERPA, POST, MPTC, and other areas as necessary.
  • Participates in the department's procurement process for goods and services.
  • Functions as Incident Commander at special events and emergency incidents occurring on campus, responsible for mitigation, preparedness, response, and recovery.
  • Provides leadership and staff development in areas of police operations and public safety. These areas encompass police patrols; public safety assignments; dispatch communications; police administration; crime investigations; information technology, special events. Ensures all units are working collectively toward the departments goals and objectives that includes identifying best practices public safety standards for the campus to ensure student success.
  • Supports scheduling, payroll and leave process, in combination with patrol division.
  • Responsible for making recommendations on staff selection and adherence to all departmental and college hiring procedures, focusing on proactive & diverse recruitment
  • Plans, assigns and evaluates the work of subordinates for effective operation and results.
  • Use independent judgement to recommend departmental or organization mission, goals and objectives, evaluate new approaches to problem solving, and assess changing facts or conditions.
  • May act as a liaison to campus departments / committees, working collaboratively to implement best practices and further the educational mission of the college
  • Acts as an information resource for visitors and community members.
  • Testifies in judicial and criminal hearings as required.
  • Enforce applicable state, federal and local criminal codes, College parking regulations, student code of conduct, and all College regulations and policies.
  • Perform the duties of uniformed police officer as required
  • Performs other related duties as assigned by the Chief / Director
  • Serves as essential personnel.

SKILLS AND QUALIFICATIONS :

  • Bachelor degree required, Masters preferred.
  • Extensive law enforcement experience, preferably in an academic environment, with a minimum of 5 years of administrative supervisory experience.
  • Command experience serving as Incident Commander of emergency incidents and utilization of the unified incident command system is required.
  • Experience in emergency incident mitigation, preparedness, response, and recovery.
  • Significant management experience performing and overseeing a broad scope of police administrative functions, such as staff training, legal and regulatory compliance, reporting, and performance management.
  • Experience in labor relations and working with a unionized work force; experience in administering and managing the CBA, arbitration / grievance process to ensure productive workforce.
  • Ability to motivate and assist in leading a professional campus police department.
  • Effective leadership skills to ensure departmental excellence by facilitating a culture of mentorship, continuous development and accountability
  • The ability to build and leverage effective relationships with diverse groups of internal and external stakeholders to advance the goals and mission of the Public Safety & Police Department.
  • Independent judgment, problem solving, leadership, and management is required
  • Excellent verbal and written communication skills.
  • Experience and ability to conduct thorough criminal investigations and internal affairs investigations.
  • Must be eligible to work in the United States, hold a valid driver's license, and must be 21 years of age or older.
  • Ability to pass annual motor vehicle and criminal background check.
  • Eligibility for appointment as a Massachusetts Special State Police Officer under Massachusetts General Law, Chapter 22C, Section 63
  • Must be able to maintain Certification from the Massachusetts POST Commission.
  • Must be able to pass the following pre-employment examinations : psychological & medical assessments under the auspices of the Department, as well as a thorough background check to include Criminal Offender Records Information.
  • Must have or be able to obtain and retain a Massachusetts license to carry a firearm. Out-of-State applicants must possess the equivalent class of Firearms permit in their resident state and have the ability to obtain a Massachusetts Class A license to carry a firearm.
  • Maintain active CPR, AED, and Basic First Aid (First Responder) certifications, or have the ability to be certified within 30 days of employment
  • Moderate physical activity is required.
  • Must be able to work anytime, day or night to achieve department objectives in all weather conditions, and serve in an on-call rotation.
  • Advanced Computer skills necessary, with a focus on the Google Suite.
