Position Overview
EnDyna Inc. a company with over 20 years’ experience supporting the U.S. Government’s cybersecurity, defense, occupational safety, clean environment, and public health missions is seeking a Federal Construction Subject Matter Expert to support the Environmental Protection Agency’s (EPA) Environmental and Climate Justice (ECJ) grant programs. The Construction SME will provide technical assistance to communities awarded 3-year construction project grants under the Inflation Reduction Act.
As the Federal Construction SME, you will play a crucial role in supporting the EPA’s Environmental and Climate Justice grant programs by providing technical expertise and guidance to federal program officers, grantees, and partner organizations. You will work hands-on with stakeholders to develop and implement climate action strategies, focusing on green infrastructure, renewable energy, transportation access, brownfield development, and more. Experience with federally funded construction projects is a must. Experience working with tribal communities is a plus.

Key Responsibilities
- Developing and reviewing work plans and budgets with communities is a key responsibility.
- Deliver technical assistance and guidance to communities in identifying required state, federal and local permits and potential project regulatory and compliance risks and challenges.
- Assist in establishing quality control processes to ensure alignment with federal standards and specifications.
- Conduct assessments and evaluations to identify project needs and risks, not limited to financial, supply chain, environment and weather-related impediments.
- Collaborate with project teams to prepare for audits and inspections, ensuring adherence to regulatory requirements.
- Maintain up-to-date knowledge of relevant regulations, policies, and best practices in federal construction, procurement, and climate resilience.
- Develop and refine processes to match EnDyna’s SMEs to community’s technical assistance requirements. Oversee EnDyna personnel executing the processes.
- Education: Bachelor’s in Construction Management, Civil Engineering, Architecture, or a related field. Skills: Ability to schedule projects, manage budgets, and handle risk management.
- Software Proficiency: Experience with tools like AutoCAD, Revit, MicroStation, Microsoft Project, Primavera P6, or Procore.
- Knowledge: Understanding of building codes, safety standards (like those from OSHA), and various construction methods.
- At least 10 years of experience managing federal construction projects, including those funded by federal grants.
- Comprehensive knowledge of federal regulations (FAR, 2 CFR 200, EPA standards).
- In-depth understanding of design and engineering standards and the federal regulatory framework, including BABA, Davis Bacon, NEPA, etc.
- Demonstrated experience with federal permitting requirements, brownfield assessments and procurement requirements.
- Exceptional organizational, financial management, and communication skills.
- Proficiency in utilizing project management software and CRM systems.
- Must be able and willing to travel to locations across the United States, Alaska and other US territories, as necessary.
- Experience collaborating with tribal communities on federally funded construction projects.
- Certified Professional Engineer.
- Familiarity with managing projects that involve data sovereignty.
- Familiarity with process design and reengineering.
- Expertise in conducting energy audits and implementing offsets.
- Knowledge of hazardous materials disposal processes.
- Experience with land acquisition procedures.
- Strong understanding of green infrastructure, transportation planning, energy-efficient building design, and other climate action strategies highly preferred:
- Green infrastructure and nature-based solutions such as:
- Climate resilience and carbon sequestration through tree planting
- Stormwater projects
- Public parks and open spaces
- Mobility and transportation options for preventing air pollution, improving public health and climate resilience
- Energy efficient, healthy, resilient housing and buildings
- Microgrid installation
- Community resilience hubs
- Brownfields redevelopment
- Waste reduction and management in support of circular economy
- Workforce development programs for occupations that reduce GHG emissions and air pollutants.

Salary : $160,000 - $180,000
