Position Overview

We are seeking a seasoned Director of Human Resources & Talent to lead and develop HR strategies for a dynamic, non-IT federal contractor with a geographically dispersed workforce of roughly 200 employees located across 35 states. The majority of employees work remotely or from government offices, requiring a strong focus on remote workforce management, compliance, and employee engagement.

This position is based in our McLean, VA headquarters, with a three to four-days-per-week in-office requirement. While the Director will have at least one assistant to support day-to-day operations, this is a hands-on role requiring direct involvement in implementing HR initiatives and managing key HR functions. It is not primarily a planning or strategy development position but one focused on executing HR strategies and ensuring operational excellence.

Responsibilities

Hands-On Leadership

  • Personally manage critical HR tasks, including recruiting, employee relations, compliance, and compensation administration.
  • Act as a hands-on resource for employees and managers, providing direct support on HR-related matters and addressing issues as they arise.
  • Work closely with senior leadership to align daily HR activities with organizational goals.

Talent Acquisition and Recruitment

  • Recruitment Strategy Execution : Drive recruitment efforts through direct involvement in screening, interviewing, and onboarding candidates.
  • Professional Media Utilization : Actively use platforms like LinkedIn and industry job boards to source candidates.
  • In-House Recruitment : Support and mentor in-house recruiters, participating in candidate selection for key positions.
  • Temp-to-Hire Solutions : Directly manage and evaluate temp-to-hire pipelines.
  • External Recruiting Firms : Coordinate with external agencies, ensuring quality and cost-efficiency.
  • Internal Staffing Plans and Workforce Development

  • Develop and maintain detailed job descriptions, salary bands, and promotion criteria for all job categories.
  • Ensure salary structures are competitive by benchmarking against local and industry standards.
  • Oversee training and development initiatives, working closely with employees and managers to facilitate career progression.
  • Productivity Monitoring and Employee Performance

  • Develop and implement methods to monitor employee productivity, ensuring alignment with company goals and contract deliverables.
  • Collaborate with managers to create key performance indicators (KPIs) and measurable objectives for employees at all levels.
  • Regularly review productivity data and recommend actions to enhance performance, including training, process improvements, or adjustments in resource allocation.
  • Compliance and Reporting

  • Personally manage compliance efforts, ensuring adherence to federal, state, and local employment laws, including FAR / DFARS, OFCCP, and EEO requirements.
  • Prepare and submit government-mandated reports (e.g., EEO-1, VETS-4212).
  • Maintain and update employee policies to reflect current regulations.
  • HR Operations

  • Oversee compensation, benefits, and performance evaluation programs, actively participating in their administration.
  • Ensure the HRIS is up-to-date and accurate, directly managing employee records for a dispersed workforce.
  • Resolve employee relations issues, serving as a direct point of contact for conflict resolution and guidance.
  • Team Leadership

  • Supervise and mentor an assistant and other HR support staff, delegating appropriately while maintaining direct oversight.
  • Partner with senior leadership to foster a collegial, teaming culture across the organization.
  • Lead by example, ensuring all HR practices align with the company's values and goals.
  • Qualifications

    Education

  • BS in Environmental Sciences / Engineering combined with a MS in Human Resource Management.
  • Strongly Preferred : Senior Professional in Human Resources (SPHR) or Senior Certified Professional (SHRM-SCP) certification.
  • A unique blend of technical and HR expertise to understand both the workforce and the nature of federal contracting operations.
  • Experience

  • At least 20 years of progressive HR experience, with 5-8 years as an HR Director of a national federal contractor.
  • Proven track record of hands-on HR management in a multi-state, dispersed workforce environment.
  • Skills and Knowledge

  • Comprehensive understanding of federal contractor requirements, including FAR / DFARS, OFCCP compliance, and EEO laws.
  • Expertise in developing and maintaining internal staffing plans, job descriptions, and salary bands.
  • Experience with developing and implementing productivity monitoring systems and performance measurement tools.
  • Proficiency in HRIS systems, compensation planning, and benefits administration.
  • Strong knowledge of multi-state employment regulations and HR best practices.
  • Exceptional interpersonal and communication skills, with the ability to interact effectively at all organizational levels.

    The salary range for this position is $155,000 - $185,000 annually and will be commensurate with qualifications, experience and geography. EnDyna offers medical, dental and vision insurance for the employee and his / her family, a 401K retirement plan with employer match, short-term and long-term disability coverage and life insurance.
