Job Duties/Tasks/Responsibilities
- Assists and supports management in ensuring proper control, tracking and cost accounting for project financials and cost alignment with the approved project Work Breakdown/Project Coding structure.
- Reviews or assists in reviewing proposal requirements related to cost engineering and material control and develops supporting data for proposal development and contract negotiations.
- Responsible for the proper establishment and maintenance of the project Performance Measurement Baseline (PMB).
- Develops and maintains project budget, forecasts and cash flows.
- Determines the variances between budgeted cost of work to actual cost of work. Calculates Earned Value (EV) for work performed.
- Monitors and analyzes performance of large construction subcontracts.
- Develops Project Change Notices to obtain budget for work.
- Prepares "what-if" exercises to evaluate varying funding and other scenarios.
- Prepares cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons.
- Supports project status reporting, variance analysis, trending and forecasting, and EVMS reporting.
- Maintains configuration control of the baseline cost model and assumptions and ensures changes are made after approval.
- Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk.
- Performs the collection, input and reporting of cost data, the assembly and processing of work authorization documentation.
- Assist in development and submittal of reporting both internal and external as well as the needed indicators for SPI and CPI, forecasting, reporting and accrual process.
- Interfaces with designated management and project proposal team counterparts for cost presentations.
- Controls ongoing project forecasts and reports it to asset management so they are informed of progress.
- Performs data analysis, identifies problems, and makes recommendations.
- Promotes a team atmosphere among workers and staff to ensure everyone is working together.
- Works under general supervision.
- May lead and direct the work of others.
- Performs other duties as assigned.
Minimum Education, Experience and Certification Requirements
Education
- Bachelor's degree required or equivalent experience in Business or an equivalent technical degree
Certifications
- EVMS or Primavera P6 required; Cobra preferred
- American Society of Professional Estimators (ASPE) and/or Association for the Advancement of Cost Engineering (AACE) certification preferred
Required Experience
- A minimum of 6 years of experience in the field or related experience required
Preferred Experience
- Previous experience with the decommissioning of nuclear power plants preferred
Required and Desired Skills
- Effective organizational and interpersonal skills
- Effective written and verbal communication skills
- Intermediate knowledge of MS Excel, MS Word, MS PowerPoint
- Intermediate knowledge of Primavera P6, Success Estimator, Cobra, Oracle and EVMS
- Ability to develop labor unit rates based on the type of project as required
