Job Description/Tasks/Responsibilities
- Seeks “best value” suppliers of off-the-shelf goods and services (e.g., supplies, parts, equipment and maintenance) through market research, price quotes and other company approved methods.
- Develops and produces purchase agreement documentation such as: request for proposals/quotations, subcontracts, purchase orders, basic ordering agreements and their respective modifications and sourcing justifications.
- Evaluates pricing proposals/quotations, determines offer responsiveness, and eligibility for award and conducts evaluation team discussions and subcontractor negotiations.
- Maintains accurate and complete procurement files in accordance with EnergySolutions’ procurement policies and procedures.
- Reviews and processes purchase requisitions.
- Coordinates supplier invoicing and payments with accounting and finance department.
- Ensures cost or price analyses are conducted and adequately documented to ensure fair and reasonable prices.
- Closes out supplier or subcontracts in accordance with company procedures.
- Administers purchase agreements of large scope and complexity.
- Coordinates, develops and produces procurement documentation including procurement plans, source selection plans and evaluation criteria, agreements, and proposal preparation instructions.
- Frequently interfaces with Subcontractors or Suppliers, Quality Assurance (QA) , External Auditors, Internal Program/Project Managers, Legal, Accounting, Finance, HR and others.
- Prepares and controls (manages) procurement correspondence to suppliers.
- There is no supervision of other workers at this level.
- Performs other duties as assigned.

Minimum Education, Experience, Certifications and Requirements/Skills
- Bachelor's degree in a business related field required or equivalent experience as defined below.
- A minimum of 5 years of purchase agreement administration experience working in an environmental, nuclear or heavy equipment industry
- Experience in the acquisition of a wide range of commodities, engineered equipment and in major construction and service subcontracts
- Basic knowledge of ERP/MRP procurement systems
- A minimum of 5 years of purchase agreement administration experience operating in a Commercial NRC QAP Project environment and/or a FAR/DFAR Project environment (if being hired into buying position with federal government contracts).
- 10 years of purchase agreement administration experience working in an environmental, nuclear or heavy equipment industry
- Experience with Oracle Procurement Systems.
- Certified Professional in Supply Management (CPSM), Certified Commercial Contracts Manager (CCCM), Certified Professional Contracts Manager (CPCM) preferred or Certified Federal Contracts Manager (CFCM) for federal procurement role.
