Job Description and Requirements:
An expert for Planning, Programming, Budgeting, and Execution processes. Leads efforts in correlating budget feeder reports to build Budget Estimate Submission, Program Memorandums, and President Budget. Conducts financial analyses, reconciliation, researches, tracks data, builds justification, prepares reports, presents information, and maintains budget related items. Accesses multiple financial systems to input financial data and develop reports. Interfaces with senior leadership and is highly skilled in oral and written communications.
This position supports the Transport Services Directorate of the Defense Information Systems Agency (DISA-IE) at HQ DISA, Ft Meade, MD and will be required to assess funding needs and analyze financial requirements and documentation related to IE Innovation and Technology management. Tasks include, but are not limited to, providing quality reviews for all IE resource packages to ensure requirements are consistent and written to align with budgetary purposes and restrictions from a contractual and innovative perspective focusing on the modernization of the DISN Network and other IE Capabilities.
The contractor shall analyze and measure the probable effects of various acquisition strategies, planned acquisition schedules, performance attainment of scheduled events and written status reports to ensure that financial requirements, funding levels, Periods of Performance, etc. are aligned and consistent.
The contractor should have experience developing spend plans and processing funding packages with both appropriated (O&M, PROC, RDTE) as well as Defense Working Capital Funds (DWCF).
Additionally, the contractor shall review and comment on the accuracy and integrity of cost related documents, acquisition program baselines, and other acquisition and cost related documents.
The ideal candidate will have experience with Defense Acquisition Initiative (DAI) and CORAS, as well as familiarization with DISA. Candidates should be pro-active and able to work with little supervision in executing tasks related to budget and execution.
Desired: Level III Department of Defense Financial Management Certificate or Industry equivalent (such as, CDFM, CGFM, CPA License). Please define criteria for achieving that certificate if submitting an equivalent certification.
This position is currently 100% telework; however, applicant must be within 50-mile commuting distance of Ft. Meade, MD. Candidate will be required to maintain access to multiple financial systems, classified and unclassified.
Applicant must have a minimum of 8 years of experience in Financial Management.
