ECS is seeking an individual to lead a multi-disciplinary team and exercise full responsibility for the total management of programs and systems. The candidate will be responsible for program management, coordinating and allocating resources, interfacing with user communities to identify requirements, managing assets to meet timelines and deliverables, meet or exceed production targets, coach, teach and mentor technical staff in their daily tasks, and manage a distributed workforce. Candidate will interface with the government OneSAF team to ensure seamless communications, expectation management and coordination and prioritization of effort and assets to meet required program goals and objectives. Candidate will routinely deal with representatives from the various supported user communities.
Key Responsibilities include:
- Responsible for cultivating and maximizing program growth opportunities, from opportunity identification through contract award modification
- Responsible for management and professional development of prime contractor team resources
- Responsible for cultivating and maintaining positive relationship with customer management and maximizing program performance ratings
Qualifications:
- U.S. Citizenship with and an active US Government Secret or Top-Secret security clearance
- Must have 12-15 years professional experience with 5 years being supervisory and program management experience, experience in managing large groups of engineers, experience in the simulation industry
- Must have granted both Bachelor's and Master’s degree in computer science, Information Systems, Engineering or other related scientific or technical discipline
- Candidate must have familiarity with U.S. Army Operations, the six Army Modeling & Simulation Communities and Live-Virtual-Constructive applications
- Skilled in project planning, basis of estimate, estimate to complete, proposal development, program budgets, staffing plans and detailed analysis of state of program including both financial and technical status
- Good writing, interpersonal communication and problem-solving skills are required
- Must have experience at hiring and managing employees in both a full-time and remote environment
- Proficiency with MS Office suite including MS Project
- Desired Skills/Experience:
- Previous experience as a PM working with PEO STRI on constructive simulation programs
- Experience managing programs with RMF based cybersecurity requirements
- Previous Army operational experience, ideally including experience with one or more of the six Army M&S communities
- PMP or DAWIA certification
- Agile proficiency (i.e. ACP, CSM, SAFE etc.)
- Proficiency with Atlassian products (Confluence and Jira)
- Ability to manage multidiscipline, cross-functional team including prime and subcontractor resources
- Ability to communicate effectively with internal executive management and customer management
- Ability to plan and manage complex schedules, staffing plans and budgets for a concurrent agile software development and support program
