Position Description:


Position: Respite Licensing Supervisor

Status: Salaried/Exempt


I. General Description:


Under general supervision of the Program Director, plans, develops, organizes, and manages the daily operations of the assigned licensing program or department within the expected parameters of the agency and all other applicable federal, state, and local regulatory and/or accrediting agencies.


II. Reporting Relationships:


This position reports directly to the Program Director.


III. Qualifications (required at time of offer):


  • Master?s degree in human services field and one year of experience as a social services worker, or bachelor?s degree in human services field and two years? experience as required by the State?s licensing guidelines.
  • Excellent written and verbal communication/presentation skills.
  • Excellent organizational, analytical, and interpersonal skills.
  • Reliable transportation.
  • Prior experience working in a child placing agency preferred (but may be required by specific program contract or regulations).
  • Prior supervisory experience preferred.
  • Able to work a flexible schedule, with ?regular? business hours set by the Agency, including evenings, weekends and holidays, as required.
  • Able to provide on-call services 24 hours per day, seven days per week to assist agency consumers and/or provide crisis intervention as required.
  • Prior experience with Microsoft Office preferred.
  • Satisfaction of all employment eligibility and Agency hiring requirements.

  • Responsibilities (illustrative and not intended as inclusive; specific responsibilities may vary):

General:


  • Ensures assigned program team delivers quality program services in accordance with applicable contract terms, agency-specific policies and procedures, and applicable governing bodies. This includes recruiting, accepting referrals for and prescreening applicants to determine eligibility as foster parents for provision of service under all agency contracts (respite, foster care, etc.)
  • Researching, planning and implementing monthly recruitment events (number to be determined by the Director based on caseload size).
  • Ensures program team?s fiscal management and utilization of the Agency?s financial resources.
  • Actively collaborates with other agency Team Supervisors ensuring effective communication between programs and Agency facilities.
  • Traveling throughout various counties across the agency service area. Assisting with Licensing responsibilities/supervision across all agency offices as needed. This includes supervision and carrying caseloads outside of the employee?s designated home office when needed.
  • Maintains a flexible work schedule including evening, weekends and holidays when necessary, providing 24-hour crisis on call availability to clients and families on a rotating basis.
  • Assisting with crisis hospital rotation as needed.
  • Ensures accurate, professional, and timely completion of all required licensing reports, required meetings, notice, conferences, support groups and other paperwork as required by Program-specific procedures and/or the applicable contract terms.
  • Ensures foster home compliance of existing foster homes and ensures completion of all required documentation for initial licensing and/or licensing renewals.
  • Provides ongoing case management and weekly services to assigned Agency consumers and families, in coordination with the applicable referral source, as required by Program-specific procedures and/or the applicable contract terms.
  • Identifying appropriate foster homes for placements, ensuring compatibility of youth and foster home for licensing compliance.
  • Participating in agency-wide search for emergency placements, utilizing agency-wide text and email distribution lists and coordinating with other Ennis Center offices, program staff and supervisors.
  • Attending court hearings when required.
  • Performs other Agency-related duties as assigned.

Supervisory:


  • Directly supervises assigned program team staff.
  • Aids in selecting and hiring Program team staff in compliance with the Agency?s Employment Policies & Procedures and Standards of Conduct.
  • Facilitates various staff meetings in a professional and timely manner.
  • Facilitates and ensures timely completion of ongoing trainings on policy and procedures as outlined MDHHS for staff, foster parents, and others as deemed necessary.
  • Conducts general regular (at minimum bi-weekly, increased if needed) supervision of subordinates and administers appropriate disciplinary action when necessary, in compliance with the Agency?s Employment Policies & Procedures and Standards of Conduct.
  • Ensures that performance reviews of subordinates are completed fairly and accurately and in compliance with the Agency?s Employment Policies & Procedures and Standards of Conduct.
  • Performs other Agency-related duties as assigned.

  • Maintains confidentiality on all matters related to Agency affairs and refrains from internal and external discussions related to any employee, consumer, financial, or administrative issue except as required as part of job performance.
