ACCOUNTABLE TO: Quality Assurance Department Manager (Controller in absence of Quality Assurance Department Manager)
ACCOUNTABLE FOR: Reviewing documentation of services for compliance with internal medical record checklists and overseeing medical records request processing
CLASSIFICATION: W8BEN; hourly contractual
COMPENSATION RANGE: $PHP 283.63 per hour

SUMMARY OF POSITION RESPONSIBILITIES:
The Record Compliance Analyst ensures that documentation of services entered by clinical and support service providers across all programs supported by Freedom Health Systems conforms to established medical record checklists. This role supports internal quality assurance and regulatory compliance by identifying documentation gaps, recommending corrective actions, and assisting with record audits.
Additionally, this position oversees the intake, tracking, and fulfillment of all internal and external medical records requests in accordance with HIPAA, legal timelines, and organizational policies.
SCHEDULED DUTIES AND RESPONSIBILITIES:
- Review electronic records to ensure provider-entered documentation complies with Freedom’s medical record checklists
- Flag documentation gaps, missing elements, or compliance concerns for QA Manager review
- Provide feedback to service teams and participate in documentation correction workflows
- Track and log documentation reviews using established QA systems and tools
- Prepare summaries and reports of findings to be incorporated into department-wide audits
- Maintain knowledge of COMAR, CARF, and other relevant documentation requirements
- Manage and respond to medical records requests from clients, providers, payers, and regulatory bodies
- Ensure records requests are fulfilled within HIPAA-compliant timelines and standards
- Maintain secure and confidential records transfer procedures
- Collaborate with QA Manager to ensure records review findings align with audit and licensing standards
UNSCHEDULED DUTIES AND RESPONSIBILITIES:
- Assist your supervisor with any work-related tasks as requested, taking initiative where possible
- Remain informed and compliant with regulations and standards, including COMAR, CARF, and other relevant governing bodies, as well as company policies and procedures
- Support the maintenance of a safe work environment by participating in drills and safety trainings as requested
- Maintain confidentiality of all records, especially those relating to client treatment or financial information
- Participate in external and internal audits/surveys (CARF/CSA/OHCQ) as directed by the supervisor
- Support internal audits and mock survey readiness
- Assist with training or onboarding of new staff on documentation standards
- Participate in quality improvement projects focused on documentation integrity
- Serve as backup to QA staff during periods of absence or increased workload
- Attend QA and compliance meetings to discuss trends, risk areas, and best practices

COMPETENCIES AND SKILLS:
- Strong attention to detail and ability to assess complex documentation
- Familiarity with behavioral health and medical documentation requirements
- Working knowledge of HIPAA and medical record release protocols
- Proficiency in EHR systems, Excel, and document tracking tools
- Clear written and verbal communication skills
LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS:
- High school diploma or equivalent required; Associate’s or Bachelor’s degree in health administration or related field preferred
- Minimum 2 years of experience in healthcare documentation review, medical records, or compliance
- Experience working in behavioral health or human services settings preferred
- Ability to pass background and reference checks
- Certified Professional Medical Auditor (CPMA)® certification
