The duties that the incumbent of the vacancy will be expected to perform. Duties Description As a member of the Department of Environmental Conservation’s (DEC) Executive team, the incumbent is responsible to the Commissioner for overseeing the agency’s Division of Water Resources and implementing DEC policy and responsibilities to protect and restore the state’s critical water resources. This position manages state and interstate water resource programs related to water quality, water supply, drought management, coastal storm resiliency, inland flooding, levee and dam integrity, coastal erosion hazards (Atlantic Ocean, Hudson River, Long Island Sound, and Great Lakes), flood plain mapping and management, and climate change adaptation in the context of water resiliency. On behalf of the Commissioner, the incumbent: •Oversee the regulation of water quality and quantity programs, including managing sources of pollution and water withdrawals, to protect and improve the health of surface waters and drinking water across the state.•In coordination with the State Department of Health, oversee programs related to protecting the unfiltered New York City drinking water supply and associated infrastructure for approximately 9.4 million residents. •Represent the State on numerous congressionally authorized interstate commissions and administratively established governmental entities related to water quality, supply, and ecology, including the implementation of pollution reduction programs on interstate and international waters. •Manage DEC’s watershed basin programs to cooperatively implement the agency’s mission through multi-stakeholder programs, plans, and collaborations.•Administer grant programs, including direct DEC implementation of projects, on a range of clean water and resiliency infrastructure, including municipal wastewater treatment plants, agricultural practices, coastal hazards, dam safety, levee maintenance, and associated planning efforts. •Oversee DEC approvals and advise the Commissioner (as ex officio Chair) on loan and grant funds administered by the Environmental Facilities Corporation. •Manage and provide regular reports on State and agency programs and projects related to the U.S. Army Corps of Engineers.•Oversee the Director of the Division of Water and associated programs, includingDEC’s obligation as the U.S. Environmental Protection Agency-delegated agency to administer the federal Clean Water Act in New York State, as well as broader obligations under the New York Environmental Conservation Law; Administering facility permitting, inspection and compliance assurance with respect to municipal and industrial wastewater treatment plants, polluted runoff from urbanized areas, combined sewer overflows, concentrated animal feeding operations, and construction excavations. Coordination of the Hudson River Estuary Program, Great Lakes Basin program, Lake Champlain Basin Program, Mohawk River Basin Program, and Chesapeake Bay and Basin program. •Manage, on behalf of the Commissioner and State, DEC responsibilities concerning the Delaware River Basin Commission, Susquehanna River Basin Commission, Great Lakes Commission, Interstate Environmental Commission, Ohio River Valley Water Sanitation Commission, New England Interstate Water Pollution Control Commission, South Shore Estuary Reserve Council, Long Island Sound Management Conference, Peconic Estuary Management Conference, New York/New Jersey Harbor and Estuary Program, and Lake Champlain Management Conference.The incumbent: •Advances an ambitious and implementable vision to manage water resources for people and nature;•Effectively manages and inspires large teams;•Advises the Commissioner on water resource, environmental quality, and water resilience matters and policies; •Establishes goals for related program development; and•Collaborates with the Directors of Federal Affairs and Legislative Affairs in the development of legislation and the promulgation of codes, rules, and regulations related to the agency’s portfolio of water resource protection programs. •Represents the Commissioner and the Department before various stakeholders including environmental groups, agricultural community advocates, business associations, and economic development and civic groups. •Ensures coordination of the various water resource and water resilience programs and policy among DEC divisions and the other organizational units regionally and centrally, and with other State agencies and authorities. •Reviews the organization, administrative systems, procedures, and management practices with the leadership of the programs listed above to ensure efficient implementation, including requesting and allocating fiscal and personnel resources to reflect changing program needs, priorities, and mandates. •Advance the agency’s commitment to diversity and inclusion by assessing and addressing barriers and opportunities in recruitment and hiring practices. The minimum qualifications required for this vacancy. Minimum Qualifications A bachelor’s degree and ten years of experience in a field related to environmental conservation or natural resource management, at least four years of which must be managerial. Managerial experience must include responsibility for implementation of program goals and objectives within established budgets and supervision or coordination of staff to achieve specific objectives.Candidates are encouraged to apply if they have applicable transferrable skills not included in the minimum qualifications, but that would enable them to excel at the job requirements.
