Duties Description 1.Hazardous Waste Regulatory Fee: a.Work with existing staff to review and approve regulatory fee bills for Hazardous Waste Generators and Treatment Storage and Disposal Facilitiesb.Update exemption profiles within the Regulatory Fee Module of eSmart for Hazardous Waste generators who qualify for exemptions from regulatory Feesc.Update TSDF profiles each year prior to processing regulatory fee bills for Hazardous Waste TSDFs2.Hazardous Waste Special Assessments: a.Work with existing staff and staff from the Department of Taxation and Finance to conduct comparative analysis between data provided to DTF by Hazardous Waste Generators for the New York State Special Assessment Tax.b.Update exemption profiles for within the Special Assessment Module of eSmart for Hazardous Waste generators who qualify for exemptions for the Hazardous Waste Special Assessments. 3.Hazardous Waste Manifest: a.Work with staff to evaluate manifest data within the DEC’s eSmart database with manifest data within EPA’s RCRA Info to identify those manifests missing from eSmart.b.Enter missing manifest data into eSmart. 4.Outreach and Support Functions for the Hazardous Waste Program: a.Create public outreach documents to support the hazardous waste program including program-based publications.b.Organize training webinars, training sessions, or public meeting sessions for training or either regional hazardous waste program staff or public hearing sessions associated with regulatory updates.5.Rulemaking: a.Research and prepare background information on EPA Rules that DEC is considering adopting. The task may include putting information into laymen’s terms and determining if and where there were current examples of use of the technology. Present findings as needed in meetings and webinarsa.Assist in development and updating of rulemaking documents and webpages.b.Assist with logistics of schedule and holding presentations following the meeting, update webinar slides based on the feedback received to clarify confusing topics6.Compliance and Enforcement case tracking: a.Work with existing compliance and enforcement staff to collect, assess and enter enforcement case referrals, consent orders and penalty payments.b.Prepare and present enforcement related information to management or the regulated public as requested.c.Maintain the excel based internal compliance tracking system.d.Work with existing staff to enter data into the USEPA RCRA Info database and run required reports from this system for routine program reporting requirements.
The minimum qualifications required for this vacancy. Minimum Qualifications Four years of experience in technician work in aeronautical, chemical, civil, electrical, environmental, mechanical, or sanitary engineering technology; environmental technology; geology or geology technology; or as a surveyor or a drafter; ORgraduation from high school and one year of qualifying experience;OR graduation from a high school technical education program in aeronautics, architectural drafting, chemistry, electricity, electronics, mechanical design and construction, technical structural drafting and design, technical instrumentation and control systems, or computer circuitry; OR 18 college semester credit hours in any combination of the following: engineering, geology, environmental science, natural or physical science, drafting, mathematics, or surveying.Preferred Qualifications: Bachelor’s degree in science or technology. Proficiency in Microsoft Office Suite applications.Ability to communicate effectively with the public, colleagues, and management. Strong oral and written communication skills. Ability to work independently and as part of a team.
