The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Bureau of Forest Preserve and Conservation is seeking an Environmental Program Specialist 1 (NR) to assist with coordinating the permitting, assessment, construction, and maintenance of recreational facilities on 3 million acres of Forest Preserve lands in the Adirondack and Catskill Parks, and nearly 1 million acres of Conservation Easement lands across the state. This position will: - Facilitate Central Office and regional coordination of trail layout, construction and assessments;- Administer the Bureau’s contracting for trail planning, construction, and maintenance by serving as the Central Office contact, including inspection and oversight of trail contract work. Such contracts may include the Adirondack Youth Corp, Primitive Trail Maintenance and Development, and other contracts as needed. - Work with division outreach staff to promote and highlight contract work progress and completion.- Serve as a member of the Central Office permit and workplan review team. - Assist with the Volunteer Stewardship Agreement program by coordinating the development of Volunteer Stewardship Agreements (VSAs) and Adopt-a-Natural Resource Agreements (AANRs) with regional staff, Central Office program and legal staff and maintaining a statewide VSA database of active agreements and annual reports. - Assist with additional trail stewardship programs as needed.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below: Minimum Qualifications: A bachelor's or higher degree in coastal resources management, conservation biology, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental studies, environmental toxicology, forest science, forestry, natural resources management, natural resources planning, or urban forestry.For appointment directly to Trainee 2 level you must also have: Either 1. One year of professional experience *; OR 2. a Juris Doctor, master's or higher degree in one of the fields listed above. For appointment directly to Full Performance Level you must also have: Either 1. Two years of professional experience*; OR 2. a Juris Doctor, master's or higher degree in in one of the fields listed above AND one year of professional experience*.*Professional experience must be performing the duties of the full performance level position.Candidates may also be appointed via the following: Reassignment - Currently in the title and an employee of DEC.Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and eligible for transfer under Section 70.4.
