The duties that the incumbent of the vacancy will be expected to perform. Duties Description The incumbent will be responsible for performing permit work, registrations, grants, and illegal construction and demolition (C&D) debris project manager/outreach. Specific duties will include working with the Division of Environmental Permits reviewing renewal permit applications and development of permit conditions; assisting engineering staff with new permit applications and drafting conditions as appropriate; conducting initial screenings of all registration application submittals to determine completion; reviewing grant applications and conducting grant inspections; preparing written reports and recommendations for supervisor review; and assisting with file management. In addition, the incumbent will be trained to be project manager of construction and demolition (C&D) debris sites, to have a full understanding of how the industry works, and to develop and present outreach to try to educate the industry in the proper management of C&D debris including ways to reuse the waste.

The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
