The duties that the incumbent of the vacancy will be expected to perform. Duties Description Office Overview The Office of Indian Nation Affairs (OINA) works to address environmental concerns, cultural resource protection, and historical preservation. OINA deepens the engagement of DEC with State and Federally recognized Indian Nations in New York while leading the Agency on historical preservation and compliance with the State Historical Preservation Act and Section 14.09. Within OINA, the Research Scientist 3 (RS3) supports consultation with Indian Nations on cultural affairs and leads the Agency on historic preservation matters. Under the technical and administrative supervision of the Director of the Office of Indian Nations Affairs, the Research Scientist 3 (RS3) will be responsible for the following activities: Research- 60%: •Evaluate the historical significance of buildings and sites to conserve and protect historical resources managed by the Department in compliance with Section 14.09 of the State Historical Preservation Act. •Conduct field surveys on lands under department jurisdiction to complete and direct efforts to establish and maintain an inventory of culturally sensitive area specific to Indigenous peoples.•Conduct independent research on local history for the development of historic preservation components of Unit Management Plans, Open Space Planning, State Land Stewardship, and other land management plans. •Perform historical research to assess the significance of properties in the development of Resource Specific and Resource Class Generic Historic Preservation Plans for Department managed historic resources. This includes underwater archaeology, ethnohistorical data analysis and architectural history.•Plan and develop interpretive programs and materials for historic resources under Department jurisdiction. •Prepare historic resource reports including architectural analysis, cultural, and historic context.•Review development proposals for potential impacts on historic properties. Supervision and Coordination- 20%: •Supervise Research Scientist staff on cultural resources and historical preservation. •Coordinate with Office of Parks, Recreation and Historic Preservation and the State Museum on surveys and data recovery of historic resources as needed for areas managed by DEC per State Historic Preservation Law §14.07-2. •Coordinate and expedite historic preservation and cultural resource review of funded and regulatory actions subject to SHPA and SEQRA of which the department has a regulatory role.•Coordinate with organizations and individuals who aid the Department in the stewardship, interpretation, and management of historical and archaeological resources under Department jurisdiction.•Identify other areas of needed research in consultation with office director; develop research goals in coordination with coworkers, academic researchers, and public.•Coordinates and consults with OPRHP as necessary; manages projects via Cultural Resource Information System. Other- 20%: •Represent the Commissioner on the State Board for Historic Preservation and the New York State Heritage Commission, and other Working Groups and Technical Advisory Committees as directed.•Liaise with DEC Division of Lands & Forests, Operations, other divisions as necessary.•Maintain professional and technical knowledge by attending educational workshops, reviewing or submitting professional publications, presenting research, establishing personal networks, and participating in professional societies.•Assist other staff on additional program areas as outlined by the director.

The minimum qualifications required for this vacancy. Minimum Qualifications Bachelor’s degree in the field of anthropology, archaeology, or closely related social sciences and four years of professional experience as described below: Evaluating the historical significance of buildings and sites, reviewing development proposals for potential impacts on historic resources, conducting research on local history, providing technical assistance to communities on preservation practices, and advocating for the protection of culturally significant landmarks, all within the framework of state regulations and guidelines related to historic preservation. **Substitutions: master’s degree in the field of anthropology or archaeology may substitute for one year of experience, and Ph.D. in the field of anthropology or archaeology may substitute for an additional year of experience.Preferred Qualifications: Candidates holding a Masters’ degree or Ph.D. in the field of anthropology or archaeology
