The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the supervision of the Director of Equity Finance, the Assistant Manager (Process and Project Management) is responsible for supporting the management of the Equity Finance Unit within EFC’s Finance and Accounting Division. The Assistant Manager will supervise 1-2 Financial Analysts and oversee the day-to-day operations of the Unit. This includes documenting and maintaining all procedures and templates, identifying and implementing business process improvements, and contributing to consistent, sound decision making within the Unit’s leadership team. The role also involves managing the internal approval procedures for State Revolving Fund (SRF) financings, state grants and other forms of financial assistance, mitigating risks related to contact and bank account information, and ensuring accurate, up-to-date project data in existing systems.Essential Job Functions• Supervise the weekly disbursement of funds, including the secure collection and confirmation of wire instructions, ensuring disbursement timelines are met, reviewing all Trustee documentation for accuracy and completeness, and communicating with the Trustee, team members and/or municipalities to troubleshoot any problems or answer questions. This includes using the Statewide Financial System (SFS) to draw certain state appropriated funds.• Manage EFC’s internal approval processes for the proper execution of all Project Finance and Grant Agreements. This includes preparing and reviewing documentation needed for internal, EFC Board, and the Public Authorities Control Board (PACB) approval. • Lead the development and implementation of Equity Finance process and guidance documents that are closely aligned with established internal control procedures. Ensure that all staff are actively engaged in process management and refinement. • Manage and maintain all Unit templates, letters, and memos to foster consistent and accurate work products across teams.• Coordinate the development and use of project tracking systems to monitor project financings and ensure efficient workflow management within the Unit.• Assist in developing and maintaining high-quality training materials for analysts and assistant managers.• Oversee and/or perform all data entry and quality control reviews for the Unit with respect to the Corporation’s two internal data systems.• Manage project assignments, making sure staff assignments are done in a timely manner and analysts’ project workloads are sufficiently monitored. • Coordinate the canvassing of SRF recipients on a bi-annual basis regarding the use of unspent funds, the receipt of third-party funding, and the recipients’ timely submission of annual financial reports.

The minimum qualifications required for this vacancy. Minimum Qualifications A Bachelor’s degree in a field such as Business Administration/Management, Economics, Finance or a related field, and two years of process and project management or program evaluation experience, preferably within the banking or financial services industry, some of which has been in a supervisory role, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as determined by the Corporation.Knowledge/Skills• Proactive and results-oriented approach to achieving organizational goals. • Insightful, forward thinking, and able to see the bigger picture. Intuitive ability to understand the needs and perspective of team members, provide direction, and encourage others to perform at their best. • Creative problem solver with an eye for identifying process inefficiencies, suggesting improvements, and effectively implementing changes.• Exceptional communicator with the ability to collaborate with cross-functional teams, seek feedback and input regarding organizational needs, and clearly communicate changes, both verbally and in writing.• Excellent analytical and decision-making skills, with a proven ability to resolve complex challenges efficiently and effectively. • Ability to effectively prioritize tasks and handle multiple competing responsibilities, both individually and in support of others in a fast pace, dynamic work environment.• Detail-oriented with a focus on accuracy and quality.• Strong manager who leads by example and with empathy and can foster respect and trust among their team and across the organization. • Proficiency with standard business software, including spreadsheets, word processing (Microsoft Word and Excel) and databases and the ability to work with numerical data requiring 100% accuracy.Licensing RequirementsAll applicants must possess a valid New York State driver’s license as some travel is necessary to attend conferences and visit communities participating in the SRF.
