PURPOSE AND NEED
Environmental Incentives, LLC (EI) is looking to hire a Senior Monitoring, Evaluation, and Learning Specialist 2 (MEL Specialist) to manage GHRC's MEL efforts. The MEL Specialist will build and maintain robust MEL data systems and processes using on-line google sheets for the collection, management, and analysis of project data to monitor and report on progress toward achieving project results. The MEL Specialist will work closely with the Director of Learning and Engagement (DLE) and will collaborate with staff and consortium members to track baseline data and progress for each local organization monitor performance indicators and offer guidance on necessary activity adjustments to enhance the project's responsiveness to evolving local conditions.
The Specialist will ensure that data is accessible to the donor, local organizations and the GHRC team. performance improvement through the conduct of thorough and timely data analysis and reviews; program implementation lessons will be documented, and data-driven strategies will be developed and integrated into the program implementation cycle. In collaboration with the DLE, the MEL Specialist will ensure the database captures data for collaboration, learning, and adaptation (CLA) approach.

RESPONSIBILITIES
Project MEL Management Support
- Under the supervision of the DLE, work with GHRC team members to design and implement GHRC's overall monitoring and evaluation framework to provide high-quality data from implementation of GHRC.
- Ensure that the GRHC monitoring and evaluation framework responds to priority indicators relevant to health programming, including PEPFAR, as well as to USAID priorities around localization and inclusive development.
- Co-lead with the DLE the development of the Annual MEL Plan which includes indicators and methodologies to measure progress against strategies, interventions, and activities proposed under the Annual Work Plan.
- Develop and maintain robust on-line google sheets MEL data systems and processes for the collection, management, and analysis of project data to monitor and report on progress toward achieving project results.
- Ensure alignment and harmonization of monitoring data from implementation of activities at the global, regional and local levels, including capacity strengthening activities for individual organizations.
- Develop orientation and training package for all GHRC consortium members and consultants
- Ensure data quality by developing data quality strategies and conducting and participating in data quality assessments (DQAs) and implementing corrective measures to address identified gaps for all project indicators
- Assist the project team in developing and using harmonized data collection tools and processes and data analysis plans for qualitative and quantitative indicators at all levels, ensuring data timeliness, quality, and completeness
- Develop project-wide knowledge management/MEL systems, including data dashboards, databases, and datasets.
- Support the DLE to manage semi-annual pause-and-reflect event that uses monitoring data and learning from implementation to inform adaptive management of GHRC and to update the learning agenda, learning plan, and the direction of capacity strengthening.
- Develop project quantitative and qualitative indicators and targets, as well as processes and tools to measure them.
- Support CLA activities by designing data collection tools, collection and analysis.
- Contribute MEL data and analysis to quarterly reports summarizing the progress against the annual work plan, including progress (activities completed, benchmarks achieved, performance standards completed) since the last reporting period.
- Track and report as appropriate on all USAID standard and customized indicators through specified channels.
Minimum Qualifications
- Bachelor's degree and 9 years of experience in demography, statistics, economics, public health, epidemiology, or a similar field; Master's degree and 7 years of experience.
- Five (5) years of PEPFAR/USAID experience developing and successfully implementing effective monitoring and evaluation systems with MER indicators.
- Proven experience in MEL, data quality, and data use for learning.
- Expertise in data visualization and data for decision making using PowerBI and Tableau.
- Expertise in measuring performance and impact related to the delivery of integrated HIV services.
- A master's degree in demography, statistics, economics, public health, epidemiology, or a similar field.
- Prefer second language skills in Spanish, French or Portuguese.
- Demonstrated skills in data management and the use of relevant analysis software (SPSS, STATA, Epi Info, DHIS2. Atlas.ti, ArcGIS).
- Strong analytical skills and attention to detail.
- Proficiency in written and spoken English.
- Ability to travel regularly to project region.
- Excellent interpersonal, written, and oral presentation skills.
- Ability to collaborate with project teams.
- Legally authorized to work in the United States with no restrictions.
- Criminal background check required.
