Qualifications:
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as: Evaluating and recommending solutions to policy or environmental program issues AND facilitating working relationships among team members towards achieving program goals and objectives.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
- Knowledge of guidance related to the implementation of the rules and regulations under Clean Water Act and Safe Drinking Water Act.
- Ability to lead staff by evaluating work performance and giving advice, counsel, and instruction.
- Ability to identify employee developmental needs and arrange for professional development to maintain and improve job performance.
- Ability to establish, develop, and maintain effective working relationships with high level officials within and outside of the Division.
- Skill in written communication.
- Knowledge of concepts, principles, and practices of professional environmental programs and policy to provide technical assistance on state and tribal funding.
- Ability to advise on technical issues pertaining to water infrastructure and/or grants implementation.

Responsibilities:
You will:
- Plan, organize, and direct the activities of the organizational unit, ensuring that they comply with legal and regulatory requirements and meet customer needs.
- Exercise supervisory personnel management responsibilities.
- Represent the Agency with a variety of functional area organizations.
- Serve as a technical advisor and assistant to Technical & Financial Services Branch Manager.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
Salary : $109,107 - $141,836
