Essential Duties and Responsibilities: Responsible for oversight of Compliance department for assigned division including internal conversions & lease ups, external contract oversight, processes, procedures, documentation, staffing, contracts, budgets, billing. Pre-audit – timely reviews of tenant move-in and annual income certifications and recertifications for portfolio of LIHTC regulated properties to ensure prompt and accurate verification and certification of tenant incomes with rigorous application of the Compliance Department procedures as well as various HUD or state agency verification standards. Supports Property Operations - ensures properties correctly apply LIHTC, HOME, tax-exempt bond and other program regulations. Provides clear guidance to property associates where these rules may conflict among applicable programs. Compliance Monitoring Support - serves as primary point of support for properties undergoing agency and investor file and physical reviews by timely reviewing files at targeted sites in advance of monitoring, reporting on deficiencies to the SVP, Operations and Compliance and the related Management Team, promptly resolving monitoring questions, assembling supporting documentation, and coordinating timely responses to monitoring findings. Maintain maximum income limits, rent limits, and utility allowances and coordinate annual rent adjustments within the portfolio. For HUD properties, oversee and where assigned, prepare monthly HAP voucher submissions, OCAF submissions, budget-based rent increase submissions, management agent certification renewals and reviews, MOR preparation, REAC preparation, etc. in collaboration with compliance, accounting, and operations team members. Ensure subsidy payments are accurately reviewed and posted timely in Yardi system Annual Reporting - ensures accurate and timely preparation of annual owner certifications relating to compliance with occupancy and other program requirements in strict accord with Treasury/IRS, HUD and housing finance or credit agency requirements. Oversight and administration of Compliance Software System (Salesforce) and all technological tools employed for the Compliance Department. Systems Support - ensure that property income set asides, rents, utility allowances and other compliance related controls accurately reflect the affordable program structure for assigned properties and advises other compliance team members and property associates with pre-audit, and utility allowance related questions and concerns affecting daily system use. Assembling First Year Files - gather, review and correct all 1st year files for lease-ups and refinanced properties and ensure that files are copied and secured in accord with procedures. Assist with strategic planning and implementation of compliance measures at newly acquired properties, including lease-up activity at new properties. Oversee integration of new properties to Compliance processes. Develops staff potential and growth through collaboration, teaching, mentoring, and assessment. Fosters a positive, active and collaborative relationship with clients and associated agencies. Enforces and adheres to company policies, rules, and regulations. Conduct and oversee training (individual and group). Responsible for decisions regarding file/households where eligibility is questionable and/or close. Monitor regulatory agreements to ensure compliance for all properties. Monitor Special Claims Submissions, approvals, and denial and ensure processes are in place to maximize revenues. Develops and oversees internal reporting controls, including monthly compliance matrices, tracking occupancy rules to ensure ongoing program compliance. Communicates and updates program changes to field personnel. Standardize and oversees monthly reporting requirements to external entities. Special projects, as assigned by supervisor.
