The Department of Unemployment Assistance (DUA) administers the Unemployment Insurance (UI) program which provides temporary income assistance to Massachusetts workers who are unemployed through no fault of their own and who are able to work, available for work and looking for a job.

The Revenue Audit, Enforcement and Tax Integrity Manager is a crucial managerial position responsible for overseeing staff performance, productivity and adherence to agency policy and procedures; Works closely with the Deputy Director of Revenue to determine policy and procedure changes to drive department performance.

The manager will establish and monitor training, quality controls and ensuring compliance with all regulatory standards. This position also plays a critical role in combating employer fraud, managing audit, collection and enforcement efforts. Develops new processes within the department in both a hard copy format, a procedures manual format, and an Intranet format.

This position reports to Boston, however, travel to the Brockton Regional Office will be required.

Overview: The Revenue Audit, Enforcement and Tax Integrity Manager oversees staff performance and ensures compliance with unemployment insurance laws and Department of Labor regulations. This role involves managing audit programs developing policies and training and leading the tax integrity unit to combat fraud the manager will also collaborate with other state agencies and supports the deputy director to ensure efficient enforcement and compliance operations. This role enforces the collection of various contribution programs including Quarterly COVID-19 Recovery Assessment, Unemployment Insurance, Workforce Training Fund (WTF), and Employer Medical Assistance (EMAC).

Key Responsibilities:

  • Manage intercept and compliance programs in collaboration with agencies like the Attorney General’s Office, Alcohol Beverage Control Commission, Division of Professional Licensure, Federal and State Tax Intercept programs, and the Council for the Underground Economy (CUE).
  • Represent DUA in court proceedings and testify as needed in cases with the AG's office.
  • Represent DUA on the CUE sub-committee, submit referrals and provide case updates periodically to the CUE and Deputy Director of Revenue.
  • Oversee the Audit department to ensure employer compliance with reporting and payment requirements.
  • Oversee all Enforcement efforts including intercept, certified assessments, court judgments, liens, levies and bankruptcy in order to maximize contributions to the UI trust fund.
  • Review metric reports from audit supervisors to ensure adherence to Federal Department of Labor Standards and identify additional contribution liabilities to the UI Trust Fund.
  • Develop and maintain Corrective Action Plans with the Department of Labor.
  • Support the ongoing development of the new Tax Integrity Unit to identify and address fraudulent employer accounts, worker misclassification, and tax avoidance schemes. Refine procedures as needed.
  • Ensure continued stabilization and improvement of the EMT system related to audit, enforcement, and tax integrity functionality. Identify issues and assist the Deputy Director of Revenue in developing solutions and coordinating ongoing testing efforts, including the Annual Service Pack.
  • Monitor staff performance, productivity, and adherence to agency policies and procedures. Work with the Deputy Director of Revenue to establish training and quality controls within the Audit, Enforcement, and Tax Integrity Units.
  • Lead the development and documentation of business process in various formats such as hardcopy, manual and intranet.
  • Manage and document procedures, guides and training materials for all units for team onboarding and development.

Preferred Qualifications:

  • Experience in managing staff performance, setting goals, providing coaching and conducting performance evaluation. Identifying and addressing performance issues.
  • Experience in managing complex projects, ensuring timely delivery and aligning team efforts with organizational goals
  • Experience in developing high performing teams.
  • Experience in change management
  • Experience in developing, drafting procedures, guide cards and providing training on such procedures.
  • Ability to handle sensitive and high-pressure situations with professionalism and discretion
  • Ability to handle complex issues and drive continuous improvement processes.
  • Excellent written and verbal communication skills, including experience in drafting clear documentation.
  • Strong understanding of leadership best practices, conflict resolution, team development
  • Proactive mindset, strong analytical skills and solution based problem-solving abilities

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
