About the Role:
We are seeking an experienced and detail-oriented Metro Commercial Manager with project controls and estimating experience to lead the financial and contractual aspects of a major data center expansion in the Abilene, TX area. This role is pivotal in ensuring that all commercial activities align with project goals, budgets, and timelines. The ideal candidate will have a strong background in project controls - schedule and cost management, estimating, contract negotiation, and risk assessment within large-scale construction projects.
Key Responsibilities:
Pre-Construction & Estimating Services:
- Collaborate with cross-functional teams to provide integrated project controls and estimating services.
- Develop cost estimates and schedules for new builds and future sites within the region.
- Maintain and update the Current Working Estimate, tracking all changes from the initial baseline.
- Utilize Google's Work Breakdown Structure (OneWBS) for all estimating activities.
- Ensure estimates encompass total project costs, including indirect costs, contractor fees, contingencies, and owner-furnished equipment.
Project Capital Estimates with Localization:
- Develop Order of Magnitude estimates using the Global Plan of Record (gPOR) design as a basis.
- Create budgetary and definitive estimates utilizing the latest design documents, typically at 65% or 95% completion.
- Employ a bottoms-up approach to itemize labor, materials, contingencies, and allowances.
Capital Planning and Project Funding:
- Develop and update cost commitment schedules to accurately represent funding needs over time.
- Allocate approved funding within Google's cost management systems, ensuring alignment with project budgets.
- Provide recommendations on the allocation and appropriate use of approved project funding.
Contract Negotiation:
- Coordinate and support the review, negotiation, and agreement of contract sums and baseline schedules with general contractors, A/E firms, and other vendors.
- Facilitate project control workshops to establish contractual requirements and expectations.
Change Management:
- Implement a project change order log for tracking submissions, approvals, and rejections.
- Review and negotiate change order requests, assessing cost and schedule impacts.
- Categorize change orders appropriately and monitor allowance and contingency usage.
Risk Management:
- Collaborate with the project management team to identify and monitor cost and schedule risks and opportunities.
- Update estimated costs at completion and project schedules to reflect identified risks and opportunities.
Payment Application and Invoice Management:
- Attend monthly site walks to validate payment applications and ensure accurate progress claims.
- Review invoices from vendors, ensuring alignment with contractual billing milestones.
Cash Flow and Accruals:
- Review cost-loaded schedules and schedules of values to forecast earned value on contracts.
- Update cash flow reporting systems with the latest work-in-place forecasts.
- Analyze variances in financial accruals, providing justifications for any discrepancies.
Project Closeout:
- Coordinate with contractors and vendors to ensure timely financial closure of purchase orders.
- Assess remaining budget positions and identify opportunities to reduce approved project funding.
- Prepare documentation required to financially close the project and return any remaining funds.
Qualifications:
- Bachelor’s degree in Construction Management, Finance, Engineering, or a related field.
- Minimum of 10 years of experience in commercial management within large-scale construction projects, preferably in data centers or mission-critical facilities.
- Proficiency in cost management software and tools.
- Strong understanding of contract law and experience in contract negotiation.
- Excellent analytical, organizational, and communication skills.
- Ability to work collaboratively with cross-functional teams and stakeholders.
- Must have estimating and project controls experience.
