We are hiring a full-time Manager, Engineering Planning position based in our Phoenix, AZ office.
The function of this leadership position is to manage and lead EPCOR’s planning team in creating Comprehensive Planning Studies and developing Capital Investment Budgets for water and wastewater infrastructure projects. This role combines both management responsibilities and technical expertise in infrastructure planning, capital budgeting, and long-term planning to meet the company’s operational and business needs. The primary responsibility is to guide the planning process, ensuring alignment with business goals and operational requirements while also supporting and mentoring the team.
What you’d be responsible for:
- Plan, coordinate, and conduct Comprehensive Planning Studies and system master plans for water and wastewater systems and facilities.
- Develop and monitor EPCOR’s multi-year Capital Investment Plan, including requirements intake, project scoping, budgeting, and prioritization.
- Perform hydraulic modeling of water distribution and wastewater collection systems to support project identification, development integration, and operational troubleshooting.
- Conduct technical analysis and calculations typical of water and wastewater system design to support operations and infrastructure optimization.
- Supervise and mentor planning engineers, ensuring quality, consistency, and timely delivery of planning studies and capital planning documents.
- Provide oversight and guidance on planning work and staff deliverables, setting standards and reviewing work for quality assurance.
- Collaborate cross-functionally with teams such as Project Delivery, Operations, Customer Care, and Developer Services to align planning efforts with broader business needs.
- Support the execution of capital projects by assigning planning resources and providing technical expertise as needed.
- Present findings and recommendations clearly to both technical and non-technical audiences, including senior leadership.
What’s required to be successful:
- Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field is required; Master’s degree in Civil Engineering or an MBA is highly desirable.
- Professional Engineer (PE) license in Arizona is required, or ability to obtain within 6 months. PE license in New Mexico is desirable.
- Minimum of 8 years of progressive experience in managing and/or executing water and wastewater distribution, collection, or treatment projects.
- Demonstrated experience developing and maintaining multi-year Capital Improvement Plans and conducting comprehensive planning studies.
- Proficiency in hydraulic modeling and technical analysis of water and wastewater systems.
- Strong working knowledge of ADEQ and NMED rules and regulations relating to water and wastewater system operations.
- Proven leadership experience, including the ability to lead and mentor high-performing teams.
- Excellent data analysis, problem-solving, and decision-making skills with the ability to manage multiple projects and priorities effectively.
- Strong communication and interpersonal skills with the ability to collaborate and build relationships across departments and with external stakeholders.
- Intermediate to advanced skills using Microsoft Office suite, including Excel, Word, Outlook, Teams, and Power BI.
- Ability to work primarily in an office environment with some fieldwork and occasional overnight travel (less than 20%).
