What you’d be responsible for
Communicate and coordinate with Senior Manager in support of the Division’s Sustaining Capital Improvement Program.
- Use graphic instructions such as layouts, blueprints, or engineering design plans.
- Handle multiple projects simultaneously using good judgment in prioritizing work assignments.
- Perform Asset Management related activities including condition assessments, project and program coordination, and Capital Improvement Project (CIP) budget development.
- Provide technical assistance to asset owners for assessment needs, condition rating, reporting, cost development, and strategic infrastructure management.
- Work cooperatively with the Operations Managers in both Water and Wastewater Services to develop, implement, monitor, and enforce Division goals and objectives, policies, and procedures, and recommend necessary changes.
- Prepare reports and presentations to senior management focused on Key Performance Indicators that target operational and business goals.
- Ensure the quality of maintenance for the Division’s infrastructure assets through use of maintenance and reliability planning and a Computerized Maintenance Management System (CMMS).
- Identify methods to integrate CMMS, Supervisory Control and Data Acquisition (SCADA), inventory, and workforce management into overall asset management. Participates in resolving long-term or repetitive technical issues affecting readiness and reliability of equipment.
- Manage, coordinate, or perform research on assigned problems and issues. Collect and organize data, analyze findings, and develop technical reports and recommendations for changes to policies, procedures, and practices.
- Coordinate reliability and condition assessment activities associated with the water and sewer equipment and systems.
- Work cooperatively with vendors, consultants and other departments on system improvements and effectiveness.
- Develop preventative and predictive maintenance programs and productivity improvements to increase infrastructure efficiency and reliability.
- Prepare Request for Proposal (RFP) documents for soliciting consultant expertise on industry and utility related projects.
- Coordinate with Supply Chain to successfully facilitate procurement processes.
- Prepare written Scopes of Work for consultant led asset management projects.
- Manage consultant efforts including scheduling, submittal review, invoice payment and project closeout.
- Assist in the development of the long-term Capital budget. This effort requires effective communication with the Engineering and Operations Team.
- Collaborate with capital planning personnel to identify short- and long-term goals for additional and sustaining capital improvements, and possible Management of special projects.
- Conduct field visits to facility sites in the US and possibly Canada.
- Annually assist with the preparation and administration of the Operations and Maintenance (O&M) budgets
- Review the consolidated monthly operating statements to insure that overall maintenance and associated capital related expenditures remain within budget.
- Prioritize own work tasks and complete work within specified time periods and deadlines.
- Participate in current and long-range planning efforts.
- Complete OSHA/safety training as required.
- Perform other duties as assigned
What’s required to be successful
- Bachelor Degree or a closely related field from an accredited educational institution, or equivalent experience; minimum two-year technical degree or apprenticeship.
- Eight plus years of professional experience related to operations and maintenance management, with desired experience in water and/or wastewater infrastructure utility asset management.
- An equivalent combination of education and job-related experience may substitute for the educational requirement on a year-for-year basis.
- Preferred Water and wastewater utility asset management and industrial infrastructure condition assessments, maintenance, repair, and asset management.
- Engineering concepts and their application in water and wastewater system equipment and system operations in maintenance management
- "Best in class" and reliability focused maintenance management practices.
- Asset management program, to include maintaining standards for infrastructure repair and rehabilitation and asset data gathering and management.
- Strong verbal and written communication skills (e.g., presentation, listening, report writing).
- Strong interpersonal skills (e.g., tact/diplomacy, persuasion, cooperation, ability to motivate others). Establish and maintain effective working relationships with co-workers, supervisors, department directors and the general public.
Other important facts about this job
This individual will have travel required. 15-25% travel to/from meetings and various locations to include field visits throughout the US including but not limited to Arizona, New Mexico and Texas. Must operate Company owned vehicles in a safe manner, and have a valid Arizona driver’s license with good driving record.
