As the Manager of Operational Security and Data Management, you'll play a pivotal role in guiding and overseeing all aspects of our cyber security operations. This includes the planning, implementation, and management of our SCADA 24/7 Operational Control Center, WIMS Development, ICS Oversight, Operational Data Governance, Sustaining Capex Governance, Emergency Response Planning, and Risk and Resiliency Assessment Development across EUSA’s regulated business operations.
You'll collaborate closely with our four operational divisions—Central, Eastern, San Tan, and New Mexico—to ensure seamless coordination and foster the EPCOR culture in our day-to-day facility operations.

What you’d be responsible for:
- Develop and implement EUSA operational data management and reporting system to provide easy, self-serve access to operational data by other functional areas including uniform and consistent implementation of WIMS, WIMS Rio, and WIMS Labcor, including data management standards to be uniformly applied across EUSA operational districts. .
- Establish and oversee Operational Data Governance to ensure accurate, understandable, and usable data across the EUSA enterprise. Including developing training and establishing accessibility framework to ensure data can be used accurately and consistently in strategic decision making.
- Strategic and Governance oversight of Operational Sustaining Capex to ensure accurate and consistent reporting, accruals, and interactions with corporate finance. Including establishing framework and modifying current workflow/reporting to align seamlessly with Corporate Finance.
- Establishment of Incident Command System and Oversight. Including responsibility for standardizing and implementing Emergency Response Planning, scheduling, conducting, and completing Risk & Resiliency Assessments in conformance with Federal requirements, Developing Business Continuity Plan implementation, update cadence, and training.
- Coordinate closely with the Division Directors to provide direction, guidance, assistance, and consistency among all operating divisions for the implementation and execution of all responsibilities and accountabilities.
- Support a zero injury safety culture within the EUSA’s Regulated Businesses Operational Division’s with a focus on continuous improvement initiatives that provide employees the means to be engaged in the EPCOR Safety Culture.
- Prepare necessary relevant spreadsheets and word documents using various software programs as required for daily, weekly and monthly reports.
- Ensure emergency procedures and safety precautions are adhered too.
- Contacts vendors and contractors to coordinate various opex and capex projects.
- Meets with Division Operational Directors on a regular basis.
- Develop goals for the department and perform annual performance reviews.
- Complete OSHA/safety training as required.
- Attend or conduct various meetings as needed or directed.
- Coordinates with Supply Chain to successfully facilitate procurement processes.
- Travel within Arizona will be required.
- Perform other duties as required.
What’s required to be successful:
- A College Degree and ADEQ Grade IV Operations Certificate in two or more of the four disciplines is required
- Any combination of experience, education and certification providing the skill set necessary to perform the job may be considered.
- Eight of technical and professional experience related to operational technology, data management & governance, budgetary oversight, SCADA control center as it relates to a water and/or wastewater utility, or industrial environment is required.
- Five years of supervisory experience is required.
- A valid AZ Driver’s license.
- Strong understanding of operational technology and methods, practices, techniques and servicing requirements as it relates to water/wastewater systems and facilities.
- Strong understanding of data compilation, management, distribution and oversight as the data relates to water/wastewater systems and facilities.
- An excellent understanding of emergency planning and preparedness as it relates to the water/wastewater industry.
- Good knowledge of regulatory requirements related to emergency planning and preparedness ono a local, state and federal level.
- Understanding of developing and managing detail budget tracking mechanisms for multiple capital rehabilitation and improvement projects.
- Safety practices in the operation of electrical and mechanical equipment used in water/wastewater facilities and systems, and OSHA guidelines related to such facilities and systems.
- Judgment and initiative in developing and implementing strategies that assure the life cycle management of Water & Wastewater infrastructure.
- Experience creating and overseeing large complex operating and capital budgets using computerized platforms.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
- Experience managing large operational teams in highly technical fields.
- Good understanding of operational practices and principles of water and wastewater systems and treatment facilities.
- Experience in data management development and oversight.
- Handle multiple projects simultaneously, and use good judgment to prioritize schedule and work tasks to complete work within specified time periods and deadlines.
- Make complex mathematical calculations and draw logical conclusions, using thoughtful and thorough analysis.
- Able to encourage staff to advance and grow personally and professionally.
- Leadership and team building skills.
- Strong verbal and written communication skills (e.g., presentation, listening, report writing).

Travel Requirements
Some travel required: 15-25% Travel throughout the State to visit the various locations of water/wastewater treatment, distribution and collection sites.
