EPCOR Water Services (EWS) is seeking a highly motivated and experienced professional to join our Regulatory and Business Planning team as full-time permanent Manager, Revenue and Rates working from our Rossdale Water Treatment Plant location in downtown Edmonton, Alberta.
In the Manager, Revenue and Rates role you will be accountable for managing revenue assurance for EPCOR’s wastewater utilities (sanitary and stormwater) and supporting the development and implementation of rate strategies. This includes effective administration of wastewater rates and associated credit programs and oversight of billing policies and practices to ensure fair implementation of the rate structure in accordance with the relevant bylaws. In this role, you will manage an analytical team ensuring the accurate and equitable billing of stormwater utility charges for all residential and non-residential customers in Edmonton.

What you’d be responsible for
The Manager, Revenue and Rates is accountable to the Senior Manager, Regulatory & Business Planning and operates within the context and prescribed limits established by the Senior Manager. The main accountabilities of the Manager, Revenue and Rates role will include, but are not limited to:
- Evaluating the overall program and undertaking process improvements to achieve efficiency, equity and full revenue recovery.
- Developing, implementing and reviewing procedures and work processes to ensure compliance to bylaws, policies, standards and regulatory requirements, as well as mitigation of risks.
- Leading and mentoring a team of analysts who support the stormwater billing function, address customer inquiries and resolve billing issues.
- Supporting the development of future rate design and billing strategies through research, financial data analysis and recommendations to senior management.
- Acting as liaison between EWS and EPCOR Energy Services to ensure effective coordination between both parties to achieve accurate and timely billing and high-quality customer service in response to billing inquiries and other related escalations.
- Participating in the preparation of regulatory applications to the City of Edmonton and related regulatory proceedings to support EWS positions.
- Developing annual operational plans and objectives and determining strategies to deliver the plan.
- Demonstrating a high performance, high discipline, safe, accountable, focused, innovative and achievement-oriented, easy to do business with manner of working.
What’s required to be successful
Qualifications, experience and behaviours you possess are:
- Completion of a Bachelors Degree in Business, Economics, Finance or related area from a recognized post-secondary educational institute.
- Experience:
- 5-10 years’ in the following:
- regulatory, accounting or finance
- utility rate design, financial management or utility billing
- Supervising in a unionized environment and ability to delegate tasks, coach for success and hold staff accountable.
- 5-10 years’ in the following:
- Sound understanding of water and wastewater utility systems and regulatory environments.
- Proven capability to analyze issues, solve problems, and make effective decisions in a constantly evolving environment.
The qualifications (skills and behaviours) listed above are supplemented with your communication and relationship building skills to relay information and work collaboratively with others. You have strong analytical and quantitative skills, an understanding of finance, accounting and regulatory principles. You have exhibited strong analytical skills and ability to conduct financial data analysis and highly developed computer skills, particularly in Excel. In addition you have a demonstrated ability to improve upon processes and procedures.
