As the Manager of Training and Emergency Management, you'll oversee three key areas within EDTI: System Control & Engineering Training, ensuring operators maintain NERC certifications and continuously improving training programs; System Control & Engineering Non-CIP Compliance, ensuring adherence to ISO Rules and Alberta Reliability Standards, and collaborating with AESO on new standards; and Emergency Management and Business Resilience (EMBR), leading the development and testing of Business Continuity Plans, Emergency Response Plans, and supporting real Emergency Operations Center activations. Your role involves strategic planning, compliance monitoring, and enhancing EDTI's resilience and operational readiness
The Manager, Training & Emergency Management is accountable to the Senior Manager, System Control & Engineering, and operates within the context and prescribed limits established by the Senior Manager.
What you’d be responsible for
- Overseeing and managing all SC&E training programs, including the initial and continuous training programs.
- Integrate and align direct report positions' business plans and deliverables, ensuring they are stratum appropriate and include clear performance expectations and metrics.
- Lead the design and approval process for new courses, including those utilizing simulator-based training. Collaborate closely with the trainer to oversee the development of course materials, such as instructor notes, participant workbooks, job aids, multimedia content, and eLearning resources.
- Manage the availability and scheduling of System Control training courses and programs, and coordinate with vendors when necessary.
- Ensure operators continuously meet and maintain their NERC certification requirements.
- Direct and monitor the design, development, and implementation of Continuing Education Hours (CEH) courses that are approved by NERC.
- Ensure ongoing compliance with NERC Level 3 Provider requirements, including leading the internal efforts during Level 3 Provider recertification.
- Monitor and maintain evidence for compliance with all applicable non-CIP Alberta Reliability Standards (ARS) & ISO Rules applicable within SC&E while driving improvement where required.
- Ensure adherence to all non-CIP Alberta Reliability Standards (ARS) and collaborate with AESO and key stakeholders, such as the manager of System Control, on the development and implementation of processes and procedures required to meet new and revised ARSs.
- Serve as the EDTI EMBR Program Lead and work with the corporate EMBR Committee and different EDTI departments to ensure program implementation within EDTI and alignment across EPCOR Business Units (BUs).
- Lead the development, maintenance, and testing of EDTI Business Continuity Plans (BCPs), Emergency Response Plans (ERPs), and Emergency Operations Plans (EOPs) through meaningful exercises.
- Lead the coordination of EDTI’s participation in EPCOR-wide ECC/EOC exercises and support and provide guidance during real EOC activations in response to emergent situations
- Prioritize and execute key objectives approved by the EDTI EMBR program Manager.
- Ensure the delivery of optimal results against appropriate performance metrics.
- Develop and implement stratum appropriate deliverables within the context of the System Control & Engineering business plans, including mission, vision, values, strategic positioning, operational plan, and resource plan.
- Develop and report on regulatory, budgeting, and variance requirements to ensure compliance and financial oversight.
What’s required to be successful
- Bachelor of Business Administration or B.Sc. Electrical Engineering is preferred. Other bachelor degrees or related technical certification, such as Journeyman Tradesperson or Engineering Technologist, may be considered.
- At least 7 years combined experience working in a large organization with a minimum of 2 years’ experience being in a large electric utility.
- Experience with leading and managing a diverse group of employees and/or cross-functional initiatives.
- Working knowledge of NERC and/or Alberta Reliability Standards and ISO Rules.
- Familiarity with EMBR Program concepts and how they can be applied in a large organization.
- ICS 100, 200 and 300 certifications would be considered an asset.
- Emergency/Disaster Management or Business Continuity Diploma or Certificate would be considered an asset.
- Awareness of systems applicable to system control (i.e. Advanced Distribution Management Systems, smart grid technology, etc.) would be considered an asset.
- Knowledge of EPCOR’s distribution and transmission system assets, standards and work practices would be considered an asset.
- Current or previous NERC Certification would be considered an asset.
Technical
- Working knowledge of business administration and finance, including post-secondary coursework, would be considered an asset.
- Strong safety leadership and management skills, including a solid understanding of the electrical safety issues associated with system control and grid management.
- Strong understanding of how modern electric utility grids can be expected to evolve as Distributed Energy Resources become more prevalent.
- Demonstrated ability to develop and implement effective resource plans and schedules
- Ability to oversee multiple functions and areas and to analyze issues, solve problems, and make effective decisions.
- Exceptional verbal and written communication skills, capable to engage audiences at all levels
- Strong visionary leadership style with the ability to effectively gain buy-in and lead changes while empowering and engaging employees
- Strategic planning skills with an ability to take an enterprise view on challenges and opportunities.
- Strong computer skills, with proficiency in all Microsoft Office applications.
- A working knowledge of budgeting, financials
