GENERAL DESCRIPTION: The Behavioral Health Manager ensures that the Child Mental Health performance standards are met in Head Start.
MAJOR RESPONSIBILITIES:
- Responsible for the delivery, tracking and reporting of outcomes of HeadStart Child Mental Health performance standards.
- Provide training, support, and supervision to Child Mental Health Specialist and Behavior Intervention Specialists.
- Track Domestic Violence Reporting group and coordinate follow-up as needed, including safety planning.
- Track Specialist Support Requests and coordinate follow-up as needed, including individualized case management.
- Establish and implement policies and procedures that comply and enhance the effectiveness and efficiency of child mental health and behavioral services.
- Utilize information obtained from developmental screenings, observations, evaluations, and parent input to design a program that meets the mental health and behavioral needs and individual needs of children.
- Track social emotional screenings to ensure completion within 45 days of the child’s enrollment into the program; ensure follow-up is provided as needed.
- Ensure Child Mental Health Specialists and Behavior Intervention Specialists have a consistent schedule for center-visits, classroom support, home-based support, and parent consultation.
- Ensure compliant documentation for children with identified mental health and behavioral concerns including consent, referrals, behavior plans, and activities for teaching staff.
- Ensure compliant documentation in Child Plus for children with identified mental health and behavioral concerns including observations, transactions, and required documentation.
- Monitor monthly reports for Child Mental Health Specialist and Behavior Intervention Specialists to ensure accuracy.
- Remain informed of relevant information related to the safety and well-being of children and families while maintaining compliance with ECS’s policies and procedures.
- Work closely with the Family Services department to ensure quality mental health and behavior support is available to families as needed.
- Work closely with the Education department to ensure classroom teaching staff are adequately supported to best serve children with mental health and behavioral concerns.
- Track program supplies and social emotional materials; place orders for supplies as needed and in accordance with the budget.
- Track and monitor contracts with community partners; renew as needed.
- Collaborate with community partners and resources to establish new mental health and behavior intervention contracts and agreements.
- Assist with the implementation of the University Practicum Student program within the Head Start programs.
- Coordinate with Health and Nutrition Services Manager to coordinate case management and file reviews for all centers on caseload.
- Assist Health and Nutrition Services Manager and Family Services department in coordinating summer screenings.
- Coordinate mental health and behavior intervention trainings throughout the year and during preservice training.
- Work with Health Services Manager to coordinate Health and Mental Health Service Advisory Committee meetings.
- Ensure Child Mental Health Specialists are up to date on required trainings and certifications related to licensing.
- Assist in mental health initiatives within the agency.
- Ensure accurate PIR data is maintained as it relates to health.
ORGANIZATIONAL RELATIONSHIP:
- This position reports to the Director of Behavioral Health
EDUCATION AND EXPERIENCE:
- Licensed Mental Health Professional with a minimum of three years clinical work experience; knowledge of serving young children and their families highly preferred*consideration will be given to candidates who are eligible for licensing and hold a current intern license in the state of Florida and a development plan in place to obtain
- Minimum of three to five years of experience working with children 0 – 5 years old; classroom experience highly preferred
- Management and clinical supervision experience highly preferred
- Experience in working with early intervention, applied behavior analysis, and disabilities services
- Work experience with vulnerable populations (i.e. families experiencing homeless, living below poverty guidelines, children in foster care)
- Knowledge of sociology, child growth & development, mental health theory & practice, human behavior/social environment, psychology, research methods
- Knowledge of effective methods to improve a child’s emotional stability
- Knowledge in working with early intervention and disabilities services
- Knowledge of social services available to link families with appropriate agencies
- Ability to build and maintain good human relations with staff and parents
- Ability to work with the public in a tactful and diplomatic manner
- Ability to perform tasks with little direct supervision
- Ability to exercise good judgment and emotional maturity
- Commitment to strengthen families but with ultimate commitment to the well-being of the child
- Knowledge of applicable safety and abuse-reporting procedures
- Knowledge of Microsoft Office products at an intermediate to advanced level
- Ability to communicate effectively both orally and in writing
- Ability to maintain confidential information
- Ability to plan and organize work as well as maintain records and prepare reports
- Ability to multi-task, prioritize and work in fast-paced environment
- License in Mental Health, Social Work, related field, or eligible for licensure
- Valid driver’s license
- Complete 15 hours of in-service / professional development training hours each fiscal year (July-June)
- Works in early childhood classroom and office settings
- Local travel to multiple sites is required
- Includes nights and weekend work and some out-of-town travel
- Typical Physical & Mental Demands: Requires prolonged sitting with some bending, stooping and stretching, and eye-hand coordination and manual dexterity sufficient to operate a keyboard, telephone, photocopier, calculator and other office equipment.
- Requires normal range of hearing and eyesight to communicate with clients and staff.
