The Erie County Division of Budget & Management works to ensure that the County's $2.32 billion spending plan (including the $1.97 billion general fund plus certain funds that pay for sewers, libraries and roads) is in balance and that it allocates its resources in a manner that is consistent with the County's priorities and with the goals and objectives of County departments and offices.

THE POSITION 


This is an advanced position involving substantive budgeting, accounting and reporting for countywide fiscal activity. The primary work responsibilities of this position include: developing and obtaining financial data and information, preparing and processing financial documents and related information, evaluating financial data and information, providing consultation and expert advice to departments and County officials, serving as a lead worker, and completing various administrative tasks. 


Employee performs assignments requiring developed judgment and discretion in the application of professional budgeting principles and practices. Employee performs a variety of and/or assume on-going responsibility for an element of a larger budget program, or a program of limited scope. Employee may lead or supervise subordinate clerical or paraprofessional staff in other departments on a project basis, or in a limited context. This position reports to the Budget Director. 


Typical Work Activities: 


  • Serves as budget analyst for assigned departments and authorized agencies; identifies issues, options, and projected outcomes and makes recommendations for all departments and authorized agencies. 
  • Assists in the preparation of annual budgets, monthly budget reports and other special reports as assigned for Administration. 
  • Serves as a resource for County employees, departments, and authorized agencies; provides assistance and troubleshooting within financial modules in the County’s accounting system, SAP. 
  • Assigns and maintains general ledger accounts and cost centers, capital and grant project numbers, payment codes and billing codes; 
  • Works collaboratively and, often, independently on major portions of annual budget development process. 
  • Occasionally represent Administration at public meetings including Legislature session and committee meetings in support of assigned departments. 
  • Interprets and applies County financial policies and other government laws and regulations. 
  • Draft and edit a variety of policy documents including resolutions for approval by County Legislature. 
  • Supports grant coordinators in reporting requirements. 
  • Performs analysis and reviews departmental operating budgets periodically for variances; identifies and recommends corrective actions as necessary. 


THE IDEAL CANDIDATE


The ideal candidate for the Management Consultant—County Executive position with the Erie County Department of Budget and Management, should possess the following blend of technical expertise and leadership skills. 


  • Strong Analytical Skills: Ability to evaluate data and identify key insights to recommend improvements or solutions.
  • Problem-Solving Abilities: Skill in addressing complex issues, formulating strategies, and providing actionable solutions that benefit both the organization and the community. 
  • Excellent Communication Skills: Proficiency in both written and verbal communication to interact with various stakeholders, present findings, and make clear recommendations. 
  • Project Management Expertise: Proven experience in managing multiple projects, meeting deadlines, and delivering results while coordinating various resources and teams. 
  • Experience in Public Administration or Government: Knowledge of how government processes work, including understanding budget constraints, regulations, and public policies. 
  • Collaboration & Teamwork: Ability to work with diverse groups, build relationships, and work towards a common goal within a collaborative and often political environment. 


MINIMUM QUALIFICATIONS


Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor's Degree and five (5) years of experience in personnel, finance, accounting, business administration or management, organizational development or industrial engineering. 


NOTE: Graduation from a regionally accredited or New York State registered four (4) year college or university with a Master's Degree in Business or Public Administration, Management Science, Accounting or related field may be substituted for two (2) years of the required experience.  


COMPENSATION & BENEFITS


Starting Salary: The starting salary for a new employee would be $92,486. The salary for a Management Consultant follows the M/C wage scale; job group 15. Existing employees may be eligible for a higher rate.

Health & Dental: Erie County offers comprehensive health insurance coverage through the Labor Management Health Fund, with the County covering 85% of the premium costs. Currently, Erie County offers several health insurance plans administered by Univera Insurance. These plans follow a traditional health insurance model, providing robust medical coverage for employees and their families. In addition to health insurance, the County also offers multiple dental insurance options.


Paid Time Off: In addition to twelve paid holidays (New Year's Day, Martin Luther King Jr. Day, President's Day, Good Friday, Memorial Day, Juneteenth, Independence Day, Labor Day, Election Day, Veteran's Day, Thanksgiving, and Christmas), the County provides employees in this position generous leave accruals, including 10 days of Vacation Leave in the first year. Employees are also entitled to 15 sick days annually and four days of Personal Leave after one year of service.


Retirement: Erie County participates in the New York State and Local Retirement System (NYSLRS). As a Retirement System member, you earn service credit for your paid public employment with a participating employer. The system provides retirement benefits based on your years of service and final average salary.


The County also offers a 457(b) deferred compensation plan, which allows employees to contribute a portion of their salary toward a tax-deferred retirement savings account. Contributions to this plan can reduce your current taxable income, and earnings accumulate tax-free until withdrawn.
