ERSG is currently looking for two HSE Advisors for a leading global provider of wind power products and service solutions based in Portsmouth, Virginia.

Position Overview :

  • Employment Type : Contract – at least 2 years.

Summary :

  • Mission of Function : To be an active and enthusiastic Advisor and Safety mentor to the site management team for offshore Wind Farm Installation activities. Provides professional EHS advice and supports implementing the required EHS documentation for projects.
  • Dimensions of Function : The HSE Advisor ensures that the company complies with Health, Safety and Environmental legislation, standards and site requirements on a day-to-day basis. Responsible for monitoring and assessing safety performance on site and supporting the implementation of improvement plans as well as supporting the driving of the ongoing Zero Harm Safety Culture within SGR.
  • Contacts : Direct Line Management reporting to Team Lead HSE Advisory. Functionally reporting to EHS Manager in Project while on assignment to a project. It is required to interact with both external and internal stakeholders, project / site management, contractors, on-site suppliers, and customers. Liaison with other sites or business units (i.e. Service) to share the best practice.
  • Responsibilities :

  • Act as an advisor to the Site Management Team on all HSE matters whilst carrying out all HSE Advisory duties as outlined within the relevant company Systems (HSE Roles and Responsibilities, PM the Offshore EHS Project Manual) and supporting the EMiP to effectively implement the requirements of the Project HSE plan.
  • Be familiar with the client specific HSE Requirements of the Turbine Supply Agreement
  • Support the EMiP with early reviews of HSE Documentation such as component transport and logistics arrangements, Emergency response arrangements and subcontractor documentation.
  • Support in the implementation of the project specific to the Offshore Environmental Health and Safety Plan and make sure that all people working on the scope of the project are informed and understand the sections of the HSE plan relevant to their work. Whilst at the same time contributing to the overall mobilization and demobilization of the project site, ensuring HSE requirements set out in local legislation are complied with.
  • Intervention and escalation to reporting line (EMiP) in functional matters where guidelines, relevant procedures or targets are not complied with. This includes involvement of expert opinions as necessary.
  • Implement stops in proceedings, supplies and services in close collaboration with Site Management and EMiP.
  • Access to all relevant data, e.g. customer contracts, risk assessments, project plans, agreed targets. Represents the project site internally and externally in matters of HSE.
  • Actively act as a role model for Zero Harm and standards.
  • Continuous Improvement : Ensure that findings from inspections / assessments are documented as per inspection plan, with corrective and preventative actions assigned as neccessary. Communication of relevant findings to site personnel, with the aim of ensuring a continuing improving trend in the nonconformance profile of the project. The HSE Advisor provides inputs for the project specific site induction to ensure that all personnel on the project are informed about their responsibilities and obligations regarding HSE.
  • Inspection : Complete mandatory weekly and monthly inspection requirements as outlined within the Offshore EHS Project Manual and project specific Offshore Environmental Health and Safety Plan, as well as any additional ad-hoc inspections required by project or customer.
  • Implementation : Monitor the implementation and adherence to the project Offshore Environmental Health and Safety Plan and IMS related procedures, by performing regular site inspections and site visits of the construction project works and areas; and contribute to internal and external audits and assessments, and EHS / site evaluations.
  • Reporting : Collect and report observations of near misses, accidents, incidents and deviations from agreed standards are reported through the agreed communication channels and logged in the company's incident management software. Assist all employees in filling out accidents and near-miss reports, and to make sure they are kept on record. Ensure all EHS incidents and occurrences are reported.
  • Support the EMiP in investigations, defining and allocating corrective actions and that incident workflows are managed through to closure, as per the company’s procedures and local legal requirements.
  • Experience :

  • Relevant HSE experience is essential (Minimum 2 years - preferably within Wind Power however other high-risk construction or offshore / marine environments considered) with demonstratable continuous professional development within a HSE related role. Experience of Construction, Design and Management projects.
  • Demonstrable systematic approach to tasks / duties; with an ability to utilize organizational skills to create order in a fast-changing working environment. It is essential that the candidate can maintain focus on the essentials, prioritize and keep track of things.
  • Excellent presentation and communication skills. Ability to communicate written and verbally in English is mandatory.
  • IT literacy is essential with familiarity in using software such as Microsoft Word / Excel / PowerPoint, and document storage systems such as SharePoint and Workspace.
  • Role model. Strong interpersonal and team working skills with the ability to interact and influence all stakeholders within a project organization.
  • Demonstrate experience of working with different nationalities & cultures.
  • Additional Requirements :

  • Entry level Professional (recognized) EHS qualification (e.g. NEBOSH Certificate in UK / NEBOSH International General Certificate) plus additional HSE Advisor specific qualifications as defined by the training matrix essential. Higher level professional EHS qualification desired (e.g. NVQ5 / NVQ6 / Degree or postgraduate diploma).
  • Local specific training / access clearances may apply (e.g. TWIC in USA)
  • As a HSE Advisor, the candidate will primarily work on site during the site execution of the onshore and offshore construction activities. Therefore, a willingness to work on a rotational work pattern is essential. Offshore working including onboard accommodation vessels required.
  • It is essential that the candidate has an aptitude for working at heights and maritime (vessel) transit as it will be required to visit offshore wind turbines and operate from a hotel vessel on a frequent basis as part of their role
  • Local working visa compliance is mandatory
  • Valid driver’s license required
