Primary Purpose
Support English Learner program implementation in alignment with state and federal compliance and instruction guidance. Provide effective leadership to districts/charter schools. Provide appropriate professional development and technical assistance to districts/charter schools in the areas of state and federal requirements for education English learners.

Education/Certification
Bachelor’s Degree
Master’s Degree
Texas teacher certificate
Bilingual or ESL Certification
Administrative Certification is preferred.

Strong organizational, communication, public relations, and interpersonal skills.
Ability to present to a variety of audiences, both virtually and in person.
Instructional coaching using observation and feedback as related to assignment.
Competent technology skills that support daily work, and are utilized to enhance support and create engaging, interactive training.
In-depth knowledge of the Texas Essential Knowledge and Skills, the English Language Proficiency Standards, the state assessment and accountability system, and state initiatives and standards.
Understand differentiated instruction to ensure success for English learners.
Understand and model the cognitive and linguistic needs of English learners to ensure success.
In-depth knowledge of data disaggregation and how to use data to impact program performance.
In-depth knowledge of state and federal funding related to English learners.
Experience
A minimum of three years of successful Bilingual education and/or ESL teaching experience in Texas public schools.
Successful experience in program development.
Successful experience in training/coaching teachers and/or other adults.
Successful experience in an educational leadership position; experience in a supervisory position preferred.

Actively participate with inter-departmental teams to help improve student achievement in the region, improve the ESC’s internal operations, and meet the established goals and objectives of the ESC.
Is responsive as the first point of contact to all stakeholders in the education community.
Analyze available needs assessment data from regional and state sources.
Participate in the collaborative development of a comprehensive plan for training, products, and services to meet regional needs.
Create and provide high-quality training, products, and services grounded in research-based practices.
Establish key performance indicators and metrics for each program initiative to measure success, progress, and ensure continuous improvement.
Model effective uses of technology in personal productivity and instructional applications.
Provide technical assistance to LEA’s as needed, including appropriate follow-up training, products, and services provided.
Evaluate the impact of training, products, and services for continuous improvement efforts.
Establish key performance indicators and metrics for each program initiative to measure success and progress.
Monitor and evaluate the performance of each program initiative regularly, conducting qualitative and quantitative analysis.
Ensure that the performance management process is cyclical and iterative, promoting continuous improvement.
Provide guidance on best practices related to Bilingual/ESL students, including data analysis, monitoring related attendance, academic success, classification, LPAC, and testing requirements.
Engage in professional development to maintain knowledge and skills in areas related to support Bilingual/ESL students.
Participate in designated local, state, and national professional development activities and share information with ESC staff and appropriate regional personnel.

Mental: Public relations and people skills are always required, work with frequent interruptions, and maintain professional composure and confidentiality under stress.
Physical: Occasional prolonged and irregular hours, ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer.
Environmental: Open cubicles/workstations.
Evaluation
Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance, need, and funding.
