Fleet Operations Manager - Public Works Department

This class manages the daily fleet maintenance and fleet preventative maintenance programs, supervises personnel, and ensures appropriate recordkeeping is maintained.

This is a "mandatory testing" position that requires Drug Testing.

EXAMPLES OF DUTIES

Develops and enforces an effective job safety program by monitoring the work environment and use of safety equipment, assisting with the investigation of accidents, and initiating any actions necessary to correct deviations or violations to ensure safety of employees and other individuals and compliance with all applicable laws, rules, regulations, standards, policies, and procedures

Oversees/manages personnel including supervisors and staff responsible for fuel/oil/lube vehicle operation, preventive maintenance, and repairs of all relevant equipment (light to heavy)

Plans and schedules repair work to ensure all work is done in a safe and timely manner while reducing lost productivity

Plans, organizes, and prioritizes vehicles and equipment for maintenance and repairs by coordinating work with internal employees and/or external contractors or vendors and reviewing work orders to address issues and maintain workflow

Oversees/supervises maintenance of all Department vehicles and support equipment by identifying priorities in maintenance and repair projects

Ensures completion and documentation of preventive maintenance requirements on various machines and equipment using diagrams, sketches, operations manuals, manufacturer's instructions, and engineering specifications, as well as troubleshooting malfunctions, to ensure appropriate operation of machinery and mechanical equipment

Diagnoses difficult problems and recommends repairs by locating sources of problems through observation of mechanical deficiencies in operation, listening for problems and using precision measuring and testing instruments

May operate motorized vehicles, power and hand tools, electronic vehicle diagnostic equipment, and equipment for vehicle and mechanical system work, as well as mechanic's tools, including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of equipment

Oversees and manages outside contractors who perform overhauling and rebuilding of heavy trucks, tractors, dozers, compactors, and other standard or specialized gasoline, and diesel equipment by performing inspections of outside repairs to ensure all work was properly completed in accordance with federal, state, and local safety and compliance procedures and following up where appropriate

Stays abreast of changes in equipment and mechanics by reading professional literature, attending training sessions and workshops in order to remain knowledgeable of heating and air conditioning systems to effectively diagnose and repair complex heating and cooling systems in vehicles in a timely and safe manner

Establishes and maintains a good working relationship with the site management personnel to accomplish required equipment maintenance repairs on time and within budget

Maintains effective staffing for the department by making hiring and termination decisions along with Human Resources and appropriate management, as well as conducting employee training and performance evaluations

Develops and implements policies and procedures relating to fleet management operations and maintenance of equipment and vehicles

Determines feasibility of vehicle and equipment repair versus replacement by determining the most efficient and cost-effective maintenance and repair methods through in-house and outsourcing options

Coordinates the replacement of vehicles and equipment by recommending replacement of division-owned vehicles and equipment, coordinating vehicle and equipment requirements and specifications with other divisions, and ordering with vendors, writing specifications for the purchase of Department vehicles and equipment, reviewing bids, and receiving and processing new vehicles and equipment

Monitors operating expenses to ensure compliance with approved budget

Operates a personal computer to include the use of word processing, spreadsheet, email, Internet, or other computer programs

Performs administrative tasks such as reviewing and approving employee work schedules, reviewing invoices, researching discrepancies, and forwarding for payment, as well as completing various forms, reports, and other correspondence

Maintains effective equipment maintenance schedules and records on all Department equipment and tools and implements a proactive preventative maintenance plan

Performs other duties as assigned

TYPICAL QUALIFICATIONS

Minimum Qualification Requirements:

Training and Experience:

High School Diploma or equivalent (G.E.D.), and two years of specialized or technical training beyond high school in fleet maintenance, automotive repair, or a related field and seven years of fleet maintenance experience, including four years at a lead or supervisory level; or, a combination of education and experience equivalent to these requirements.

Licenses and Certifications:

Valid driver's license with the ability to obtain a Class "A" commercial driver's license within six months of hire

Preferred Requirements:

Emergency Vehicle Technician (EVT) certification

experience with Microsoft Office Suite and GPS

Emergency Management Responsibilities:

During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties as assigned.

Physical Requirements:

Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, finger and hand dexterity, as well as repetitive motions. Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Incumbents may be subjected to moving mechanical parts, electrical currents, fumes, odors, dusts, gases, poor ventilation, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises and travel.
