This position performs a full range of video production duties designed to cultivate a favorable public image of the County. This position is responsible for managing all efforts related to Escambia County's television channel (ECTV) including producing live broadcasts of all Escambia County Board of County Commission meetings. The incumbent plans and facilitates studio and field-based video productions, including the planning, script writing, directing, filming, editing, sound mixing, graphic design, and output on a wide range of topics. The incumbent may assist Community and Media Relations staff with the other aspects of internal and external communication programs beyond video production. This position reports to the Director of Communications and Public Information and is required to work with multiple Departments and individuals at all levels of the organization, as well as serve on the crisis communication team. This is a highly visible position in a fast-paced environment that requires creativity.
EXAMPLES OF DUTIES
Provides audio/visual needs for county commission meetings by operating cameras, audio board, switcher, audio/video recorders, lighting equipment, varied types of microphones, master control system, cablecasts, and webcasting/video streaming equipment.
Responsible for meeting preparation, including setup of room, collection and loading of presentations from other departments and agencies, building graphics, testing equipment, scheduling digital encoding of events; coordinates closed captioning coverage and webcasting and video streaming services.
Creates visual work that can be used across multiple platforms, including, but not limited to, print, web, mobile, video, social media, email, and PowerPoint.
Coordinates with others in the development of a wide range of printed and digital materials, including, but not limited to, brochures, programs, newsletters, fliers, posters, postcards, thank you notes, business cards, publications, advertisements, social media graphics, website graphics, video graphics, presentations, and signage.
Creates visual concepts and solves communication and marketing problems based on campaign/client needs.
Directs, produces, shoots, and edits video productions on various topics, including but not limited to marketing and promotional initiatives, special events, meetings, lectures, public service announcements, commercials, documentaries, video news releases, video segments, and programs for website streaming, television, and social media sites; directs and coaches on-camera talent, spokespeople and presenters.
In cooperation with other staff, coordinates pre-production and production planning activities; conducts field-based and studio video production, which involves interacting with individuals from all levels of the organizations as well as members of the public; operates all portable video and audio equipment; transports and sets up lighting and audio equipment as required; provides limited troubleshooting and maintenance of field production equipment.
Plans and performs video post-production tasks which include reviewing footage, making editorial decisions, rough cuts, audio adjustment, color correction, and final editing using Adobe non-linear editing software; utilizes computer graphics and special effects for video post-production in accordance with the overall production concepts; compresses video projects for output; makes video products available in a variety of formats; coordinates internal and external duplication services as required.
Responsible for scheduling ECTV programming
Oversees operation of COC and BCC studio
Provides limited troubleshooting of video, audio, and lighting equipment; makes recommendations to the department for software and equipment purchases; develops and maintains equipment inventory controls.
Supports other members of the Community & Media Relations Office in the performance of their duties as needed, including special events, research, news releases, and assisting the public, media, and other stakeholders with their information needs to project a positive image of the County.
Serves as a member of the County's emergency management team in accordance with standard practices and may be called on to work throughout a crisis event, including overnight shift work.
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Associate's Degree with a major in or specialized coursework in public relations, broadcast journalism, communications, radio/television, or a related field and a minimum of two years of experience in a Broadcast or Cable production department.
Licenses and Certifications:
Valid Driver's license from state of residence
Preferred Qualifications:
Experience operating a public access television channel or as a local broadcast journalist
Knowledge of emergency public information policies, methodologies, and procedures
