Job Summary:
The Labor Compliance and Payroll Manager is responsible for overseeing payroll processing, ensuring compliance with labor laws and prevailing wage regulations, and managing certified payroll reporting for a construction company. This role ensures that all payroll functions align with federal, state, and local labor laws while maintaining accurate records and resolving compliance issues efficiently.
Key Responsibilities:Payroll Management:
- Oversee the processing of weekly/bi-weekly payroll for all employees, ensuring accuracy and timeliness.
- Maintain payroll records, including timekeeping, deductions, benefits, and tax withholdings.
- Ensure compliance with company policies and applicable wage laws, including the Fair Labor Standards Act (FLSA).
- Reconcile payroll discrepancies and manage payroll audits.
- Coordinate with HR and accounting teams for accurate employee compensation and benefits reporting.
Labor Compliance & Prevailing Wage Management:
- Ensure compliance with Davis-Bacon Act, state prevailing wage laws, and project-specific labor regulations.
- Manage certified payroll reporting, including submission of reports to government agencies.
- Monitor subcontractors’ labor compliance, including proper classification of workers and wage determinations.
- Conduct internal audits to verify adherence to labor laws, wage determinations, and apprenticeship requirements.
- Respond to labor compliance inquiries from government agencies, unions, and contractors.
Union and Benefits Coordination:
- Manage reporting and payments related to union agreements and fringe benefits.
- Ensure proper deductions and contributions are made per collective bargaining agreements.
- Serve as the point of contact for union-related payroll matters.
Employee Relations & Compliance Training:
- Provide training to HR, payroll staff, and management on labor compliance and prevailing wage requirements.
- Address employee payroll concerns and ensure timely resolution of issues.
- Maintain compliance with EEOC, OSHA, and other regulatory requirements as related to payroll.
Systems & Process Improvement:
- Maintain and enhance payroll software and compliance tracking systems.
- Develop and implement best practices to improve payroll and labor compliance efficiency.
- Stay updated on industry changes and recommend process improvements.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Ability to occasionally lift and carry files or documents up to 15 pounds.
- Frequent communication with employees, government agencies, and contractors via phone, email, and in-person meetings.
- Occasional travel to job sites or offices for audits, training, or compliance meetings.
Qualifications & Requirements:
- Education: Bachelor’s degree in Accounting, Finance, Business Administration, or related field (preferred).
- Experience:
- Minimum of 5 years of experience in payroll management and labor compliance within the construction industry.
- Experience with certified payroll and prevailing wage compliance.
- Knowledge of construction industry labor laws and regulations.
- Technical Skills:
- Proficiency in payroll systems (e.g., ADP, Paychex, or similar).
- Strong Excel and accounting software skills.
- Familiarity with certified payroll reporting systems such as LCPtracker or DIR eCPR.
- Soft Skills:
- Strong attention to detail and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to work independently and collaboratively in a fast-paced environment.
Preferred Qualifications:
- Certified Payroll Professional (CPP) or similar certification.
- Experience working with union payroll and multi-state payroll processing.
