General Job Function:

The Title IX and Investigations Administrator will lead the implementation of the OCR
Resolution Agreement, manage the District’s Title IX compliance efforts, and lead/conduct
investigations. This individual will conduct and oversee investigations and complaints of sex
discrimination, including sexual harassment, ensuring that the District follows proper
grievance procedures. The role requires strong project management, investigative skills,
and the ability to deliver training to staff and students. This person will ensure compliance
with federal, state, and District policies and procedures related to Title IX and Methods of
Administration for accessibility to CTE programs.


Duties/Responsibilities:

? Implementation of the OCR Resolution Agreement: Lead the execution of all
tasks related to the District’s OCR Resolution Agreement, ensuring that deadlines and compliance standards are met.
? Title IX Coordinator: Serve as the District’s designated Title IX Coordinator.
? Investigations Management: Coordinate and conduct investigations including
complaints of sexual harassment and sex discrimination, managing the grievance
process from start to finish, including any hearings or appeals.
? Compliance Monitoring and Reporting: Regularly review complaint data to
identify trends or patterns of harassment. Provide comprehensive reports to the
Superintendent, Board, and the OCR to ensure transparency and accountability.
? Training and Education: Acquire, develop, deliver, and facilitate training programs
for District staff, administrators, and students on Title IX, sexual harassment, and
District grievance procedures.
? Collaboration and Coordination: Work closely with the District’s Administrators,
Human Resources, and Legal departments to coordinate and implement the District’s
investigative and Title IX compliance efforts.
? Supportive Measures: Ensure that supportive measures are in place and provided
to individuals involved in investigations, ensuring fairness and compliance.
? Advisory Role: Act as a key advisor to the Superintendent on Title IX compliance
issues, providing updates on investigations, compliance status, and recommended
improvements.
? Policy and Procedures: Develop, recommend and implement policies, procedures
and protocols for investigations and Title IX implementation.
? Survey and Feedback Management: Create and administer feedback
mechanisms, such as surveys, to evaluate the effectiveness of training programs and
adjust based on results.
? Other Duties: Assume other duties as assigned by the Superintendent.


Education/Training/Experience:

Minimum:
? Bachelor’s degree required in law, public administration, education, human resources
or a related field.
? Master’s degree or JD is preferred
? Current Educational Administration License (Pre-K-12) from New Mexico Public Education Department
? Minimum of 3 years of experience in compliance management, investigations, or
implementing legal resolutions, ideally in an educational or public sector setting.
? Proven experience conducting investigations, particularly in Title IX or related civil
rights areas.
? Experience researching, designing, and delivering training programs focused on
compliance and legal matters.


Knowledge/Skills and Abilities:

? Strong knowledge of Title IX regulations and civil rights laws, particularly around
sexual harassment and sex discrimination.
? Project management skills with the ability to balance multiple priorities and
deadlines.
? Strong investigative skills with the ability to remain impartial and maintain
confidentiality.
? Expertise in record-keeping, reporting, and compliance with federal regulations.
? Excellent verbal and written communication skills, with the ability to train
diverse groups.
? Ability to work collaboratively across departments and manage complex projects.
? Excellent time management skills with a proven ability to meet deadlines.
? Strong analytical and problem-solving skills.
? Excellent verbal and written communication skills.
? Excellent organizational skills and attention to detail.


Preferred Qualifications:

? Certification or specialized training in civil rights law or Title IX compliance.
? Experience working in educational institutions or public sector organizations.
? Familiarity with the Office for Civil Rights and New Mexico Public Education Department
regulations and requirements.

Physical Requirements:

? Prolonged periods of sitting at a desk and working on a computer.
? Must be able to lift 15 pounds at times.

? Some out-of-town travel to attend training.

? Involves managing sensitive and confidential situations regularly.
? Frequent travel between district sites
