TRANSMISSION & DISTRIBUTION OUTAGE PLANNER
Location: Newton, MA. Or Wallingford, CT.
Job type: Long-Term Contract
Pay: $50.00 - $70.00 per hour (based on experience)
Our client, a global EPC Firm, is hiring a Transmission & Distribution Outage Planner (Transmission/Distribution Planning Consultant) for a contract opportunity in either Newton, MA. OR Wallingford, CT.
Candidate can sit in either Wallingford or Newton offices but ideally looking for one individual in each office.
Our client is seeking a candidate with experience in transmission and distribution operations, system planning and outage coordination. Well planned outages are critical for the successful execution of transmission and distribution projects. Projects range in size, complexity, and voltage class from distribution equipment upgrades to large transmission programs. The individual will advise project teams on procedures and technical aspects of transmission and distribution outage planning, as well as identifying project risks and mitigation plans. This individual must be able to effectively multi-task, balancing many projects under tight time schedules.
RESPONSIBILITIES
• Lead client meetings to coordinate multiple departments through outage planning discussions identifying engineering, construction, and system outage constraints and gather inputs to develop detailed outage sequence plan deliverables, that facilitate efficient project execution.
• Reference transmission and distribution (substation, line, etc.) engineering drawing packages to comprehend projects’ scopes.
• Advise on construction activity critical steps and sequencing for transmission & distribution equipment outages to achieve minimum disruption to the reliability of the electric system during the projects execution.
• Develop outage durations and dates indicating the scope of work to be performed during each outage, aligning with the clients’ project schedules.
• Coordinate outage sequence plan steps and communicate them to clients’ operations personnel with a high level of accuracy.
• Develop and maintain outage sequence plan deliverables, including sequence of system one-line diagrams and corresponding spreadsheet detailing outages, for numerous transmission and distribution projects.
• Coordinate outage planning activities with other departments internally (civil/structural, NIA [Networks, Integration, & Automation], transmission line, etc.).
• Provide guidance and mentoring to less experienced team members.
• Complete quality reviews of outage sequence plan deliverables.
• Regularly meet and correspond with clients or outside personnel.
• Outage planning and coordination duties with the client’s system operations center and the regional system operations center.
• Other areas of involvement may include industry/professional technical committee involvement.

REQUIREMENTS
- Bachelor’s degree in electrical engineering plus 5 years related experience with power system operations and planning OR 10 years of system operations (e.g. control room) experience performing transmission and distribution operations, system planning, and outage coordination.
- NERC Certified Reliability Coordinator Operator is a significant plus.
- Familiarity/experience with AutoCAD and/or Microsoft Visio software.
- Knowledge of NERC, FERC, and Regional requirements, policies and procedures.
- Knowledge of NERC and RTO/ISO standards and criteria.
- Knowledge of Power flow (PSS/E) software applications.
- Capability of solving difficult problems that require adaptation and modification of standard approaches, techniques, procedures, and criteria.
- Strong organizational skills to handle large amounts of information and numerous projects at one time.
- Strong preference for individuals with the following skills:
- Risk assessment techniques
- Excellent written & verbal communication skills
- High attention to detail
- Strong analytical and problem-solving skills.
- Professional Registration preferred.
