Description
DEFINITION: Under the supervision of the Director of Operations, will develop, implement, and manage
a four-bed, highly structured residential facility (called an Enhanced Behavioral Support Home) for
individuals with developmental disabilities, co-occurring psychiatric, behavioral and/or social challenges,.
This is an exempt position.
In addition to those requirements, per Title 17 section 56037, the administrator of SERENITY HOME will
meet all of the following requirements:
1. Continuing education units in one or more of the following areas, as they relate to the
administration and management of individual services for persons with developmental
disabilities:
a. Individual services as described in the program design;
b. Promotion of individuals’ rights, health, safety and social and physical integration; and
c. The ID Team/IBST process, including development and implementation of IBSPs.
2. Must meet the requirements for continuing education specified in Title 17
Section 56037 and 59064 by meeting the requirements for continuing education specified in
Health and Safety Code Section 1562.3(f)(1).
3. The administrator shall have a minimum of 2 years of prior experience providing direct
supervision and special services to persons with developmental disabilities;
4. 5. 6. 7. Complete a minimum of 20 hours of continuing education in the areas specified above within
each 12-month period following the assumption of the duties of an administrator.
Administrators providing direct supervision and special services shall complete any additional
training in a specific knowledge area(s) which has been identified as needing improvement in the
written notification pursuant to Section 56033(d)(2).
Successful completion of the competency-based training and passage of the competency test
required by Section 56033(a)(1) or (2) shall satisfy the continuing education requirements
specified in this section for an administrator for the year in which the training is satisfactorily
completed.

specified in this section.
9. Per Title 22, the administrator shall also:
a. Have a valid administrator’s certificate (ARF and/or GH, depend.
b. Be at least 21 years of age.
c. Have a high school diploma or pass a general education development test (GED).
d. See also Title 22 regulations for additional ways to qualify for the “Administrator” position in
each applicable setting.
10. Shall be on the premises the number of hours necessary to manage and
administer the facility in compliance with applicable law and regulation with a minimum of 20
hours per week. In addition to the 20 minimum hours, the Administrator must ensure that at
least 75% of their full-time activities each week qualify as direct.
11. Shall perform the following duties:
a. Where applicable, advise the licensee on the operation of the facility and advise the licensee
on developments in the field of care and supervision.
b. Development of an administrative plan and procedures to define lines of responsibility,
workloads, and staff supervision.
c. Recruitment, employment and training of qualified staff, and termination of staff.
d. Provision of, or insurance of the provision of, services to individuals required by applicable
law and regulation, including those services identified in the individual’s individual needs and
services plans.
• The licensing agency shall have authority to approve the use of a centralized service
facility to provide any required services to two or more licensed facilities. Prior
approval shall be obtained in writing

• Such provisions may include additional staff, safety and emergency information
printed in Braille and lights to alert the deaf to emergency sounds.
f. Arrangement for the individuals to attend available community programs, when individuals
have needs, identified in the needs and services plan, which cannot be met by the facility but
can be met by community programs.
• Such arrangements shall include, but not be limited to, arranging for transportation
12. Within six months , the individual shall receive training on HIV and
TB required by Health and Safety Code Section 1562.5. Thereafter the administrator shall receive
updated training every two years.
13. Attend SARC Special Incident Report Training.

DUTIES & RESPONSIBILITIES:
2. Ensure safety of residents of the community care facility at all times.
3. Engage in professional and timely writing and submission of progress reports to meet specific
requirements set forth for Enhanced Behavioral Support Homes/ARFs in Title 17 and 22 regulations.
4. Knowledge of and an advanced understanding, of persons with developmental disabilities including
those who have complex behavior challenges, psychiatric, or emotional issues.
5. Oversee, coordinate, attend, document and transport to/from treatment planning, adjunctive
therapies, mental health services, behavioral management, BIT social skill training, counseling,
community supports, linkages, independent living skills, educational services, etc.
Oversee and ensure daily staff completion of all data tracking, progress notes, medication
dispensation sign-offs and other required procedures.
7. Possess advanced knowledge of psychotropic medications, their use, side effects and how these
medications affect individuals with developmental disabilities; and their effects on early school age
children and adolescents.
8. Implement various forms of behavioral support (IBSP) and emergency intervention plans, and to both
receive and give training in First Aid/CPR, Ukeru and/or Pro-ACT up to monthly.
9. In consultation with and with approval of Director of Operations, CEO/Executive Director and Vice
President, hire, train, supervise, schedule, evaluate and terminate staff.
10. Maintain referral log and monitor information necessary for preparation of statistical, demographic
and other assigned administrative or contract reporting, coordinating systems and reporting with
Administrative Assistant.
11. Act as community liaison for EBSI with county, state and community service providers and community
resources.
12. Perform job shadowing and testing.
13. Ensure that culturally appropriate resources are sought for each resident as well as encouraging family
(family of origin, domestic partners, friends and other support people) involvement.
14. Complete accurate and timely charting and program evaluation reporting, including 100% accuracy
with required binders, posted documents and other paperwork.
15. Consult with medical personnel and participate in multi-disciplinary treatment teams and
administer/direct meeting in their efforts to evaluate and assess quality treatment services and
supportive treatment approaches.
16. Attend all meetings, client conferences, planning meetings, staff meetings, linkage meetings and
others. Chair meetings in a professional and organized manner, and take actionable notes to engage
the team in coordinated follow up.
17. Provide training on clinical and medication issues, and all legal and ethical laws that govern
professional fields applicable to the population; and reinforce boundaries between staff, clients, and
family.
18. Demonstrate awareness of residents’ rights, person-centered planning principles and potential for
resident abuse; promptly reporting any adverse behavior, resident abuse or suspected abuse and/or
neglect.

20. Ensure compliance with all Regional Center, local, state, and federal regulations, and ESSENTIAL
BEHAVIORAL SUPPORT, INC. Policies and Procedures, including outstanding reviews during both
announced and unannounced visits by overseeing agencies.
21. Responsible for reporting special incidents to SARC, EBSI, and other relevant authorities, as required.
22. Perform all other duties and responsibilities as assigned by supervisor. Job descriptions are subject to

QUALIFICATIONS:
Education: Certification as one of the following:
• A registered behavior technician
• A licensed psychiatric technician
• A qualified behavior modification professional
Experience: A minimum of two years prior experience in an administrative or managerial capacity in a
residential setting working with persons who have developmental disabilities and co-occurring behaviors that
impact health and safety.
Requires continuing education that relates to the administration and management of residential services
for persons with developmental disabilities (see training plans). Meet requirements for continuing
education in H & S Code 1562.3 (f) (1) for renewal of Administrator certification.
Meet Title 17 qualifications, Service Level 4 administrators, Section 56037 and Title 17 EBSH Section
59060:
(1) Have a minimum of 24 months of prior experience providing direct supervision and
special services to persons with developmental disabilities;
Skills and Abilities: Ability to plan, self-initiate tasks, organize, and work in a specialized treatment
program involving members of other treatment disciplines; coordinate all aspects of program services
with EBSI management team; coordinate and engage in professional communication with program
consultants and program leadership; teach and participate in professional training; recognize situations
requiring the creative application of technical skills; develop and evaluate creative approaches to the
assessment and implementation of evidence-based practices; within one’s scope of practice, conduct
assessment lay groups; analyze situations accurately and take effective action. Must be able to
communicate well in English, both verbally and in writing. Ability to communicate verbally by phone in
English in a clear and concise manner. The Program Administrator demonstrates excellent written
communication skills and problem-solving skills, even in the most challenging of situations. Bi-cultural and
bi-lingual preferred. Ability to manage socio-cultural issues and respect individual’s cultural heritage.
Special Personal Characteristics: Aptitude for working with individuals who are acutely ill, infirm, visually
impaired, have a developmental disability, mental disability, emotional disorder, unpredictable and even
violent or self-injurious behavior. Demonstrate emotional stability, patience, tact, and alertness.
Proactive team member who offers solutions to complex presenting problems.
Physical Abilities: Ability to lift up to 30 lbs., approximately three (3) times per week. Must be able to
navigate several flights of stairs during each work shift. Ability to drive safely in heavy traffic and
inclement weather.
Mental Abilities: Ability to think clearly and manage multiple changing priorities, and remain pleasant
and positive. Requires critical thinking and ability to manage difficult population. Requires good
judgment. Maintain concentration and alertness in meetings.
License Required:
- For ARF-type and subtypes: Possession of a valid Adult Residential Administrator
Certificate, DOJ and FBI clearance, [child abuse index clearance – as applicable], and TB clearance
prior to provision of services. A valid California Driver's License - Class C. Proof of current auto
insurance prior to using one’s car for agency-authorized work or transport purposes.
- For GH-type and subtypes: Possession of a valid Group Home Administrator Certificate, DOJ
and FBI clearance, child abuse index clearance – as applicable, and TB clearance prior to provision
of services. A valid California Driver's License - Class C. Proof of current auto insurance prior to
using one’s car for agency-authorized work or transport purposes.
Employment is contingent upon proof of eligibility to work, 21 years of age or older, verification of
degree/credentials, satisfactory health exam, fingerprint clearance, submit proof of valid California
Driver's License, good driving record (must meet insurability requirements of EBSI carrier), submit proof
of auto insurance for current period of coverage, successful completion of CPR and First Aid Training, and
agree to uphold all ESSENTIAL BEHAVIORAL SUPPORT INC. Policies and Procedures, adhere to Drug-Free
Workplace Policy, Policy on Abuse Reporting, compliance with Workplace Injury and Illness Prevention
Policies, and compliance with Confidentiality Rules and Regulations, Email and Privacy, Usage of
information Equipment and Technology. DOT testing Class II/ C license.
Qualifications
Requirements: To qualify for this internship, candidates must meet the following requirements:
- Registered Behavior Technician certification
- DSP 1 & 2 certifications
- At least 2 years of experience working with children with Intellectual and Developmental Disabilities
- Adult Residential Facility certification
- Group Home certifications
Milestones and Responsibilities: During the internship, candidates will be expected to complete the following milestones:
- Shadowing and Familiarization:
- Complete 3 weeks of shadowing across all 5 facilities/houses.
- Medication Management:
- Conduct a medication audit with Dr. Mondolfi.
- Primary On-Call Experience:
- Shadow the primary on-call PA for one weekend.
- Medical Appointment Management:
- Independently run and supervise 2 medical appointments. This will require previously having been trained and shadow several appointments before they are ready to conduct any independently.
- Training Facilitation:
- Conduct a training session during a house meeting.
- Documentation and Reporting:
- Edit Special Incident Reports (SIRs).
- Leadership and Supervision:
- Operate as a Super Lead for a period of 4 months.
- Staff Orientation:
- Complete one orientation form for a new staff member.
- Leadership Engagement:
- Meet with a member of the leadership team every 30 days.
- Coaching and Development:
- Complete 10 coaching sessions in each home.
- Quality Assurance:
- Participate in and prepare for a QA audit, including shadowing the process.
Program Goals: This internship aims to equip candidates with the skills, experience, and confidence needed to excel as a PA. It also provides an opportunity to develop leadership, operational, and clinical competencies in a supportive and structured environment. At the end of 4 months, Leadership will review each candidate’s progress and interview them. After a round of reviews and interviews, one candidate will be selected, and the others will be offered alternate positions.
