Summary

The preferred candidate must be knowledgeable in Department of Defense instructions, manuals, and pamphlets that impact the Fire and Emergency Services (F&ES) Programs, National Fire Protection Association Standards (NFPA), Army regulations, EXORDS, OPORDS, and policy letters. The F&ES will lead others in a mission analysis of a higher headquarters? operations orders to distinguish between specified, implied, and essential tasks, find the commander?s intent, and find other tasks in coordinating instructions. Know the necessary performance levels of funding of the Army F&ES Training Program and track civilian training authorizations to ensure seats are assigned in a timely manner to prevent loss of training allocations.

Essential Functions

  • Confer with management and conduct surveys to identify training needs based on projected processes, changes, and other factors.
  • Analyze training needs to support the development of new training requirements or modify and improve existing requirements.
  • Prepare training budgets for the organization.
  • Assigns personnel to training authorizations utilizing web-based tools, reassigns authorizations when necessary, and keeps leadership informed through briefings, power points, charts, and graphs.
  • Stays abreast on Department of Defense Instructions, manuals, and pamphlets that impact F&ES Programs; National Fire Protection Association Standards (NFPA); Army regulations; EXORDS; OPORDS; and policy letters when released or revised and provides information to leadership concerning potential impacts to Army F&ES Training Program.
  • Travels when needed to support installation/base F&ES assessments.
  • Identifies and reports best practices and observations to the team lead, prepares slides, and conducts in-and-out briefings.
  • Collects and analyzes F&ES data from various resource databases, consolidates the information into Microsoft Power BI or other equivalent tools, and advises leadership concerning trends or adverse impacts that affect the Army F&ES Enterprise.
  • Consolidates data from taskers and provides data to leadership to prevent surpassing suspense dates.
  • Uploads files, provides updates and manages HQ AMC F&ES SharePoint Site permissions.
  • Analyze, review, assess, and make recommendations regarding DoD and Army Protection Program Policy, the command functions, and those of its subordinate elements.
  • Monitor industry best practices, regulatory changes, and emerging threats in F&ES and other protection areas to ensure protection policies are up-to-date, effective, and meet customer expectations.
  • Analyze assessment results, prioritize vulnerabilities, and provide actionable recommendations for remediation, working closely with customers to develop and implement recommendations for remediation.
  • Collaborate with analysts, functional specialists, subject matter experts, and project managers to produce protection-related projects and solutions.
  • Perform multiple customer support functions, including planning, design, assessment, cost analysis, resource management, and project quality management.
