As a state-authorized Aging Services Access Point (ASAP), Ethos coordinates all the non-institutional home and community-based services for elderly and disabled residents of the southwest Boston neighborhoods of West Roxbury, Hyde Park, Roslindale, Jamaica Plain, and Mattapan and well as, provides city-wide nutrition services in Boston, which serve approximately 2.1 million meal for older adults, delivered to the home (Meals on Wheels) or served in neighborhood congregate settings (Community Cafés). The organization also provides Medicare Counseling (SHINE), Long-Term Care Ombudsman, Money Management and Healthy Aging programs for the entire city of Boston. Ethos is looking to hire a candidate to fill the role of PCA Case Coordinator.

The Personal Care Attendant Program is a MassHealth program that helps people with permanent or chronic disabilities keep their independence, stay in the community, and manage their own personal care by providing funds to hire personal care attendants (PCAs).

Monday-Friday 9am-5pm, FT35 hours/week, Non-exempt

Applicants applying for this position must now, nor at any point in the future, require sponsorship for employment. This is a union position under SEIU Local #509.

PCA Case Coordinators provide intake and orientation services to prospective consumers and/or their surrogates; maintain a caseload of consumers who are enrolled in the PCA Program and provide ongoing Functional Skills Training, by telephone and in-person, to ensure that the consumer and/or their surrogate are managing the program effectively.

Responsibilities of PCA Case Coordinator:

  • Provide initial information to and take referrals for prospective PCA Consumers who live in the City of Boston and surrounding communities; Check MassHealth eligibility and obtain key referral information; Contact Consumer within 2 days of referral to confirm interest; Complete an Intake and Orientation visit within 10 days of referral.
  • After initial home visit and upon receipt of a prescription for PCA services, provide paperwork to RN to allow visit scheduling.
  • Submit an application for PCA services to MassHealth upon the Consumer’s behalf; Attempt to meet MassHealth time deadlines.
  • Once PCA services are approved, schedule initial functional skills training visit to guide Consumer/Surrogate in recruiting, interviewing, hiring, submitting timesheets and forms submission.
  • Complete quarterly visits during the Consumer’s first year; annual visits thereafter and additional functional skills training visits as needed.
  • Educate Consumers and Surrogates about Overbilling/Overutilization and Overtime regulations.
  • Monitor Prior Authorization expiration dates and submit reauthorization requests to MassHealth as needed.
  • Assist client with appeals process if needed.
  • Keep files up to date: include in progress notes a summary of telephone calls and changes in client’s condition, as well as observations made during the home visits.
  • Maintain all forms in compliance with MassHealth regulations and directives.
  • Record and maintain statistical data. Complete weekly and monthly reports per request of program manager.
  • Participate in problem-solving within department, as well as departmental initiatives.
  • Participate in staff development programs, Agency staff meetings, Fiscal Intermediary meetings and other appropriate meetings.

QUALIFICATIONS for a PCA Case Coordinator:

  • Bachelor degree in human services, social work, nursing or related field preferred a minimum of 3 years directly related work experience.
  • Experience working with the disabled and/or experience working in a community service setting is preferred.
  • Ability to utilize interpersonal skills in relating sensitively to the concerns affecting disabled individuals and their families.
  • Ability to observe and report objectively in both a verbal and written manner.
  • Flexibility to accept changing priorities. Initiative to improve the program within MassHealth guidelines.
  • Excellent communication skills.
  • Intermediate computer and word processing skills.
  • Able to carry up to 10 pounds, including climbing stairs.
  • Ability to complete home visits in the City of Boston and surrounding communities

Salary: Non-Exempt, 35-hour work week, starting at $ 25.09, commensurate with experience (annualized at $45,666.08). $1,200 is added to the starting annual salary if hired for bilingual language skills.
