The Senior Buyer serves as a professional member of Corporate Procurement Group within Finance Division. The incumbent formulates creative specifications for purchase materials, equipment, supplies and services of a specialized or complex nature in compliance with corporate procurement policies, applicable regulatory constraints, and professional procurement practices. Additionally, this role provides subject matter expertise and acts as a point of contact for all inquiries pertaining to the procurement process. The Senior Buyer works on complex or specialized procurement projects. Levels of risk, accountability and responsibility are moderate.
- Review, analyze and approve complex requisitions and execute purchase orders.
- Issuance of RFQ’s, merchandise returns and match exceptions in PeopleSoft Financial
- Serve as key member of ad hoc cross-functional teams to identify needs, plan strategy, develop specifications and implement new processes and procedures.
- Manage the ETS Surplus Property Disposal program for all surplus equipment and materials.
- Develop and continuously review specifications for procurement, schedules, and delivery requirements.
- Ensure optimum use of purchase funds through quotation solicitation and analytical procedures including Total Cost of Acquisition delivery.
- Select and approve suppliers, visit supplier facilities, and interview supplier representatives.
- Consolidate requirements and develop best method of acquisition practices.
- Design, implement and revise methods and processes to enhance cost effectiveness, quality, and timeliness of service.
- Approve, select, and negotiate with strategic suppliers to ensure quality of products and services, schedule compliance and competitive bids.
- Authorize changes in materials, process, schedules, delivery and payment terms and conditions when necessary.
- Develop alternative sources to guarantee continuity of supply, consistent quality and competitive pricing.
- Continually seek to expand the ETS Minority, Women, Disadvantaged, Veteran Business Enterprise (MWDVBE) program with qualified suppliers in accordance with corporate objectives.
- Ensure supplier compliance with contractual obligations by applying quality control procedures, analyzing financial data, and monitoring deliveries and invoices.
- Maintain current knowledge of market conditions through study courses, business publications and professional associations, to advise management and influence procurement decisions.
- Analyzes opportunities related to market share commitment, pricing and GPO offerings.
- Investigates spend outliers using internal and external data mining technology.
- Adhere to ethical standards and comply with the laws and regulations applicable to your job function.
- Achieve cost / savings / avoidances consistent with annual corporate and department objectives.
- Identifies and prioritizes saving opportunities through analytical research of current and historical pricing rates and data.
- Delegated commitment authority on behalf of ETS for all procurement in accordance with Authorized Signature list.
- Foster good relations and a positive image with clients, suppliers, and team members, promoting courtesy, objectivity, and fairness.
- Utilize the required systems to complete tasks, such as ERP and Contract Module.
