Position Description
• The Chief Clinical Officer reports to the Chief Executive Officer and is responsible for the practice of Nursing by ensuring consistence in the standard of practice across the clinical settings. As a member of the executive team, the CCO supports and facilitates an interdisciplinary team approach to the delivery of care. This includes creating a nursing environment in which collaboration is valued and excellence in clinical care and education is promoted and achieved. The CCO provides direct input regarding the organizational structure; assists in the development of the organizational strategic plan; attends all medical executive committee, board and authority meetings; provides expert professional assistance to EMH executive regarding nursing-related matters; and performs other related duties as assigned. This position has responsibility for the following departments and/or areas: Medical Surgical Department, Intensive Care Unit, Emergency Department, Survey Accreditation, Quality Department, Respiratory Department, Policy Committee, Cardiopulmonary Rehabilitation, Utilization Management, Infection Control, Peer Review, Risk Management, Disaster Preparedness, and Incident Response.
Essential Position Responsibilities
• The essential position responsibilities are the basis for the 90 day and annual evaluation. This list is intended to describe the general nature and level of work to be performed and not intended to be an exhaustive list of all duties required of personnel.
1. Develops, maintains, and periodically updates written Standards of Care and Standard of Practice (policies and procedures) that govern day to day functions of the nursing departments.
2. Participates in developing and implementing mechanisms for collaboration between nursing staff, physicians, and other clinical practitioners.
3. Directs the activities of all unit directors; Behavioral Health, Emergency, Surgery, and Medical Surgical services.
4. Participates in the development, implementation and evaluation of programs to promote recruitment and retention.
5. Recommends space and other resources needed by the nursing department.
6. Determines staffing needs of the nursing department necessary to meet the total nursing needs of the patients served.
7. Holds Unit Directors responsible for scheduling of adequate staff.
8. Develops nursing budget in collaboration with other nursing leaders and other facility personnel.
9. Maintains departmental compliance with budget allocations.
10. Collaborates with governing body and other management and clinical leaders to develop mechanisms for promoting the educational goals of facility staff members.
11. Participates in evaluating, selecting, and integrating health care technology and information management systems that support patient care needs and the efficient utilization of nursing resources. Assist in the use of efficient interactive information management systems for nursing, other clinical (i.e., dietary, pharmacy, lab, radiology, respiratory therapy and physical therapy) and non-clinical information is facilitated wherever appropriate.
12. Monitors and responds appropriately to HCAHPS & grievances/complaints.
13. Coordinates & integrates interdepartmental & intradepartmental services.
14. Maintains an effective orientation program for each unit, and unit specific polices & procedures according to his/her job position and duties.
15. Develops, implements, and maintains, & establishes priorities for departmental Quality Improvement (QI) activities & ensures that department maintains an effective QI program in compliance with regulatory standards designed to measure, assess, and continuously improve performance.
16. Assist the QI committee in developing and implementing appropriate plans of action to correct identified deficiencies.
17. Communicates information from department meetings, as appropriate.
18. Holds regular staff meetings to convey and receive information/ staff input.
19. Keeps staff informed of changes/plans that effect department and their responsibilities.
20. Enforces policies fairly and accurately.
21. Regularly available to Staff.
22. Reacts to issues and implements timely resolution.
23. Promotes cooperation among own staff and other departments.
24. Keeps CEO informed of any known or potential problems or unusual situations.
25. Adheres to organizational and departmental policies and procedures.
26. Performs all other related assignments and special projects as requested.
27. Organizes and prioritizes work in a manner consistent with safe, efficient and cost effective resource utilization.
28. Demonstrates support for the mission/vision of the organization.
29. Partners with Plant and Engineering on Environment of Care Rounds.
30. Coordinates and leads the following meetings with Hospital Stakeholders; Quality, Patient Experience, Risk Management & Safety Committee, DNV Readiness, Policy, and DNV ISO Project.
Qualifications
Minimal Qualifications
• A Master's degree is required, or current enrollment in a Master’s Program with an anticipated completion date within 6 months of hire is acceptable. Bachelor's Degree in Nursing is required. Minimum of five years of clinical experience. Nursing Leadership experience at administrative or executive level of at least three years is highly preferred. Current unrestricted Georgia Nursing License. BLS certification is required. ACLS, and PALS certifications are required within 6 months of hire

Orientation Period
• Up to 90 days to perform proficiently all essential position responsibilities. The first ninety (90) days this position is assumed is considered the probationary/introductory period, for which the employee is subject to continuous review.
