JOB SUMMARY:
The Scheduling Manager will oversee and enhance the scheduling, risk management, and opportunity identification processes for multiple engineering development programs within the organization. This role requires extensive experience in program management with particular emphasis on development and maintenance of program schedules, particularly within the Department of Defense (DoD) sector, proficiency in Microsoft Project and scheduling tools, and the ability to communicate effectively with stakeholders at all levels. The successful candidate will lead initiatives aimed at mitigating risks, building, maintaining and optimizing schedules, and ensuring successful program execution. The role is expected to have 1-3 direct reports supporting development and maintenance of program schedules.
RESPONSIBILITIES:
- Manage and mentor 1-3 direct reports in the program planning team, ensuring compliance with DoD IMS standards and best practices to include:
- Interpreting contract requirements and objectives
- Develop program IMS that is executable and meets customer, quality and contract requirements
- Recommend actions to program management based upon program metrics, trends and variances
- Lead the development and delivery of Schedule Risk Assessments and IMS baselines across functional areas
- Gather individual program steps, durations, dependencies, and other details from appropriate program stakeholders to assemble into cohesive IMS that maps development programs from contract award to production handoff
- Analyze program critical paths and facilitate root cause assessments to baseline execution variances
- Actively communicate schedule dependencies, risks and mitigation plans to internal and external customers; Be able to clearly explain the IMS assumptions and dependencies to leadership
- Provide recommendations and support to program leadership developed through analysis of program IMS to improve schedule, mitigate risks and capture opportunities identified.
- DCMA 14-Point Assessment:
- Conduct DCMA 14-Point Analysis to assess program health and compliance with contractual obligations.
- Prepare and present findings from the 14-Point Assessment to senior management and stakeholders.
- Implement corrective actions based on assessment results to improve program performance.
- Develop master phasing schedules for executive review
- Support proposal planning and development and Ad hoc analysis and what-if scenario planning
- Develop and implement a comprehensive Risk and Opportunity (R&O) process and procedure for engineering programs to include process flow, review cadence, risk board, procedures for identifying, tracking, mitigating/capturing, and closing items.
- Partner with program leadership to identify risk and opportunities, their impact to the larger program portfolio, and possible contingencies and capture plans to reduce risk impact and maximize opportunity space.
- Prepare and deliver presentations, reports, and updates to senior leadership regarding program status, risks, and opportunities.
- Report weekly/monthly and long-term risk position with the ability to understand and communicate impacts of realizing risk across multiple programs to leadership
SKILLS AND REQUIREMENTS:
- Minimum of 15 years of experience in program management, with a focus on scheduling and risk management.
- Bachelor's degree in Business Administration, Engineering, Project Management, or a related field.
- Significant experience working within the Department of Defense (DoD) environment.
- Proven track record of managing schedules and RIO registers for complex programs.
- Technical Skills:
- Proficient in Microsoft Project and other project management tools.
- Expert level knowledge/experience with DCMA 14-Point Assessment methodologies and practices.
- Communication Skills:
- Exceptional verbal and written communication skills, with the ability to convey complex information clearly to diverse audiences.
- Strong interpersonal skills and the ability to build relationships with stakeholders at all levels.
