Senior Application Programmer Scope of Work
The Office of Technology Services (OTS) was established to achieve cost savings by consolidating State IT assets and resources. OTS manages a variety of hardware platforms, operating systems, database management systems, networks, third-party software, and custom applications.
OTS leads the State's technology procurement process to standardize technology, seek operational efficiencies, and enhance the scalability of new products. The State aims to secure temporary IT personnel for the following position :
Job Title / Position : Senior Application Programmer
Responsibilities
Design, code, compile, test, debug, and document new and existing web applications, as well as maintain and support existing applications.
Provide technical knowledge transfer, training, documentation, mentorship, and guidance to OTS and DOC staff.
Monitor, review, and audit the performance of the DOC Modernization software, implementing performance improvements.
Participate in all necessary team meetings and design sessions in accordance with Scrum Ceremonies.
Mandatory Qualifications
Expertise in ASP.NET MVC, C#, Entity Framework, SQL Server (T-SQL), GitHub or Git.
Minimum of three (3) years of experience in application development.
Preferred Qualifications
Experience with VueJS, Bootstrap, SSIS, IIS 10, Scrum Methodology, Visual Studio, Distributed Design Systems (SOA / Microservices), DevOps Practices (CI / CD), Figma, and Jira.
Work Location
Each contractor personnel must be available for the specified work location :
Primary Work Location : Contractor Remote Facility (within the continental United States)
On-Site Facility Louisiana State Office Building location
Term of Task Order Award
Expected Term :
Start Date : 04 / 07 / 2025
End Date : 06 / 30 / 2029
The State reserves the right to extend the term with contractor agreement and State approval, up to June 30, 2029.
Work Hours
Standard working hours are between 7 : 00 AM CT and 6 : 00 PM CT.
May be required to work on State holidays, weekends, or beyond core hours to meet critical deadlines.
