JOB GOALThis position provides leadership, planning, and coordination to develop and maintain Everett Community College's campus operations in the areas of facilities and grounds, custodial, sustainability, risk management and insurance, food service, bookstore, auxiliary services, student housing development, campus safety and emergency management (CSEM), property acquisition, and sustainability and in optimal support of the College mission and goals.
DUTIES & RESPONSIBILITIES:Facilities and Grounds
- Provide direct management and oversight to the Facilities and Grounds department to ensure effective management of personnel, finances, and equipment in the development and implementation of programs, policies and procedures related to the construction, maintenance, remodeling and repair of campus buildings, repair and operation of utility systems and other infrastructure.
- Establish appropriate procedures that promote a strong service orientation to students, faculty, staff and community groups.
- Ensure compliance with federal and state health, life safety and building codes. Ensure that the conditions of plans and specifications for assigned demolition, construction, and renovation projects are met by contractors by overseeing and observing the progress of projects, interpreting plans and specifications, and recommending change orders.
- Develop recommendations for the College's biennial capital budget program, and manage the program throughout the process of development, approval and implementation.
- Assist in preparing the annual state appropriations request for maintenance and repair of existing College buildings and facilities by developing data from facility audits that identify and prioritize repairs and renovations consistent with the campus master plan, identifying capital renewal projects which support the campus master plan.
- Prepare and monitor the annual Facilities Department and Capital Fund budgets.
- Facilitate development of an overall plan for routine and periodic maintenance, repairs and renovations of college buildings and facilities by analyzing data from facilities audits, understanding the impact of repairs and/or renovations on existing mechanical, electrical, structural and related systems, and recommending appropriate priorities for repairs and renovations.
- Adhere to all policies, laws, and applicable Collective Bargaining Agreements regarding employee working conditions.
- High standard of cleanliness and care of the College facilities.
- Maintenance of supply inventories.
- Development of the custodial department budget for supplies, equipment, staffing levels, and staff training requirements.
- Efficient cleaning practices and responsive emergency cleanup.
- Adherence to safety protocols and material safety handling procedures.
- Regulatory compliance with Federal, State, and local energy use requirements.
- Timely energy and utility use data collection, analysis and reporting.
- Green Fee Funding compliance.
- Community outreach for sustainability events such as Earth Day, Recycling days, and holiday wreath making.
- Supervision of Sustainability Office Students.
- Leadership, planning, and coordination in the areas of Space Rentals, Motorpool, and Space Management.
- Coordination of revenue-generating space rentals to external agencies and departments.
- Long and short-term facilities planning.
- Motorpool maintenance and vehicle assignments.
- Executive-level administrative support for Insurance and Risk Management, Property Acquisition, Bookstore, Food Services, Capital Projects, and Space Management
- Coordination of special projects, including but not limited to owner relations and managing acquisitions, sales, lease, and contract management.
- Bookstore and Food Beverage management, including vendor relations, commercial equipment procurement, preparing and managing Memorandums of Understanding.
- Preparation of new and renewal of delegated lease/renal agreements.
- Implementation of an equitable safety and emergency management program for the college.
- Adequate training programs for campus safety and emergency management are implemented and maintained.
- Collaboration between CSEM and other college departments on relevant issues.
- Necessary oversight of CSEM leadership with equitable accountability measures.
- CSEM operations (including policy development, training, community engagement, and emergency response planning) are designed and conducted in an accessible manner.
- Oversee College Services division including Facilities & Grounds, Custodial, Sustainability, Auxiliary Services, and College Services administrative functions related to Food Service, Insurance and Risk Management, Property Acquisition, Bookstore, Food Services, Capital Projects, and Space Management and campus safety and emergency management.
- Serve on the President's Executive Leadership Team.
- Contribute to the success of the college by serving on assigned committees.

Minimum Qualifications:

- Bachelor's Degree in Management, Business Administration, Engineering, Architecture, or a related field (or equivalent experience)
- Five years of experience in comprehensive facilities management.
