GENERAL DESCRIPTION

Under the direction of the Assistant Superintendent of Educational Services, the Director of Special Education is responsible for the overall operation of Special Education services in the district. The Director administers programs in the area of special education; provides leadership and oversight pertaining to the Special Education program, including the supervision of teachers, clerical staff, designated support staff, and contracted staff of the programs; monitors and approves expenditures with the adopted budget; coordinates budget planning and the adoption process within the programs; facilitates resource services to the programs, including facilities and maintenance and operation; facilitates communication with parents, organizations, and the community, promoting program goals; and implements policies regarding all aspects of Special Education.

SPECIFIC DUTIES AND RESPONSIBILITIES

A. Directs planning, development, implementation, and evaluation/revision of all special education programs and services prescribed by the California Master Plan for Special Education and State and Federal law.

 B. Directs, coordinates and delegates responsibility for selection, assignment, supervision and evaluation of all certificated and classified Special Education personnel.

C. Responsible for the administration and supervision of, psychological services,, home and hospital services, special education programs, and related transportation services.

D. Responsible for placement of special education students in schools or programs outside the District, including private school or agency placement.

E. Responsible for the development and coordination of in-service training for classified and certificated Special Education  personnel.

F. Represents the District at SELPA, County, and State levels in matters related to Special Education.

G. Responsible for reports, applications, and ensures compliance with District SELPA, County, State, and Federal regulations.

H. Interprets and recommends revision in District policies and administrative regulations regarding matters related to special education.

I. Provides for the integration of special education needs with the District’s curriculum and instructional objectives.

J. Projects and plans for future special education services and provides adequate planning time and recommends necessary personnel and facilities.

K. Responsible for development and maintenance of State and Federal financial reporting requirements for special education including revenue sources and grants.  Interprets and utilizes fiscal information and data for purposes of preparing, managing, monitoring, and evaluating the district's special education budget. 

L. Articulates and coordinates this information with the SELPA Operations Committee and projected district allocation needs.

M. Performs other duties as assigned.

QUALIFICATIONS

1. Valid administrative services credential issued by the California Commission on Teacher Credentialing and one or more of the following credentials: any teaching credential, school psychology credential, speech and language specialist credential.

2. A minimum of five years professional experience in one or more of the following roles: Teacher, psychologist, speech therapist, pupil personnel services worker, and school administrator.

3. Possession and maintenance of a valid California motor vehicle operator’s license.

4. Advanced degree: Masters or Doctorate

WORK YEAR: 12 month position

Administrative Salary Schedule

220 Day Work Year
