Property Manager
Location: Providence Pointe: 127 Green Street Peoria, IL 61603
Salary: $60,000-$65,000

Requirements
- The position requires a COS (Certified Occupancy Specialist) designation and TCS (Tax Credit Specialist) designation from the National Center for Housing Management which conducts trainings 3-4 times per year. If the individual is not certified, they must obtain their certification within 3 months of commencing work.
- The position requires the individual hold a current and valid leasing license from the state of Illinois.
Financial
- Collect rents timely, make bank deposits immediately and minimize any A/R
- Coordinate vendor/contractor work, certificates of insurance, billing and A/P function
- Complete submission of all payables to include separation between the two entities for bills that are shared in common. When needed complete the reconciliation to ensure each entity is being billed correctly.
- Assist with formulation of the annual budget
- Monitor expenditures to adhere to budgeted parameters
- Analyze financial statements and complete variance reports
- Submit and ensure receipt of subsidy requests with CHA;
- Document lease violations, meet with residents to discuss and coordinate evictions (as needed)
Regulatory
- Understand and ensure adherence to all Fair Housing, Americans with Disabilities Act and Fair Credit Reporting Act and other laws related to occupancy and leasing
- Ensure compliance with all CHA, HUD, Tax Credit and/or other regulatory requirements related to the propertys funding sources
- Responsible for implementation of the certification process on-site and for submission of subsidy requests timely
- Be proficient in all aspects of the HUD 4350.3 Handbook and attend training, as needed to maintain a current understanding of revisions in these regulations
- Prepare regulatory reports accurately, as requested in conjunction with compliance staff.
- Pull wait list from CHA when notice received, at the time of the death of a resident or when manager/maintenance becomes aware a unit has been vacated.
- Request rent increases from CHA annually.
Office Management
- Maintain regular/posted office hours.
- Responsible for maintaining scheduled office hours condition of office
- Be familiar with and be able to utilize all facets of the One-Site management software
- Appropriately utilize and monitor Petty Cash
- Maintain records and ensure proper handling and filing of correspondence, vendor files, warranties, certificates of insurance and other office-related documents
Maintenance
- Supervise and monitor completion of on-site tasks related to preventive maintenance, routine maintenance, and emergency maintenance; document, timely, in the One Site software
- Oversee the procurement of supplies
- Coordinate vendor bids and contractor quotes
- Secure services of outside contractors, as needed
- Monitor turnover of units
- Complete move in and move out inspections per CHA/IL guidelines
- Ensure keeps adequate records of snow fall, salting and plowing
- Inspect the property on a regular basis to ensure that the property is being maintained and the asset is being protected; document inspections in resident files
- Complete Weekly/monthly tenant walks and submit them to regional manager using prescribed check sheet
Marketing/Admissions
- Implement the approved Resident Selection Plan and Affirmative Fair Housing Marketing Plan
- Pull wait list from CHA when notice received, at the time of the death of a resident or when manager/maintenance becomes aware a unit has been vacated.
- Perform outreach marketing, as required by AFHMP
- Welcome and show property to prospective applicants
- Maximize occupancy and facilitate turnover of units to minimize vacancy loss (5 day make ready)
Resident Services
- Orient new residents
- Foster and maintain positive resident relations and excellent communications with resident
- Be responsive to resident questions, complaints, concerns and suggestions
- Coordinate with the Social Service Coordinator position, if available, related to resident services, social programming and resident management issues
- Coordinate with the Resident Council representatives in a positive manner
Owner and Community Relations
- Complete Owner reports, as requested
- Attend scheduled meetings with Owner and/or agent
- Serve as a liaison with community groups and represent the building and owner in a positive manner
- Attend Financial Reviews with Ownership quarterly
Safety
- Report all liability and property incidents to the Regional Supervisor and Eleanor Hannagan immediately. Report all work-related accidents/injuries immediately to the Human Resources Department in compliance with company policy guidelines
