Job Summary:
- The Social Services Supervisor role is part of the Behavioral Health Team that supports ETS’ mission by providing oversight to the Clinic Services team responsible for outreach, engagement, and intensive case management services. This position ensures the team effectively supports individuals experiencing homelessness, substance use, and co-occurring disorders. Services under this role include care coordination, community resource linkage, crisis intervention, and fostering community relationships. The Supervisor plays a pivotal role in maintaining high-quality Participant care while upholding the agency's mission, which is rooted in the ETS Philosophy of Care—emphasizing Collaboration, Compassion, Diversity, Empowerment, Holistic Approaches, Innovation, and Integrity.

- The position is full-time onsite, the location is at ETS’ clinics, mobile unit locations, in the community and on the streets, and the days and hours are M-F with variable hours between 5:00AM and 3:00 PM.
What you contribute to this role – Responsibilities:
- Help ETS succeed in carrying out our mission through working together with other staff to transform systems of harm and inequity to create different approaches to improving community health and safety through addressing substance use and homelessness.
- Assist with the organization-wide initiative to reimagine our interconnectedness within our community to overcome the aspects of our society and organizational culture shaped by white supremacy and settler colonialism.
- Supervision:
- Provide direct oversight to staff, ensuring alignment with the ETS Philosophy of Care and that services are tailored to the needs of Participants, particularly in the areas of housing, health, and behavioral support.
- Ensure staff conduct regular needs assessments and develop individualized service plans (ISP) that are responsive to Participants' goals and circumstances.
- Monitor the effectiveness of service delivery through regular performance evaluations and supervision meetings.
- Train and mentor staff in using trauma-informed, harm reduction approaches and in the principles of motivational interviewing to foster Participant engagement.
- Community-Based Outreach & Engagement:
- Lead outreach efforts by coordinating with staff to meet Participants where they are, including in shelters, healthcare settings, and in the community.
- Build and maintain relationships with external partners (e.g., housing providers, health services, legal aid) to ensure comprehensive service provision.
- Ensure staff establish and maintain trusting relationships with Participants, focusing on reducing barriers to housing, healthcare, and behavioral health services.
- Foster a collaborative network of community resources to assist Participants in maintaining stability and addressing emergent needs.
- Service Planning & Coordination:
- Oversee the creation and ongoing management of individualized service plans that encompass housing, medical care, substance use treatment, employment, and other critical services.
- Collaborate with staff to review and adjust service plans regularly, ensuring they are responsive to Participant progress and changing circumstances.
- Support staff in resolving issues that may arise between Participants and service providers, landlords, or community partners.
- Housing and Resource Navigation:
- Ensure staff assist Participants with locating, securing, and maintaining stable housing by providing ongoing support in areas such as income stabilization, legal challenges, or behavioral health needs.
- Act as an advocate and liaison for Participants in negotiations with landlords or service providers to resolve tenancy or service-related issues.
- Identify and address resource gaps, advocating for Participants' needs at the community and system levels.
- Health and Behavioral Health Coordination:
- Ensure Participants are linked to appropriate medical, mental health, and substance use services, supporting staff in coordinating transportation and follow-up care.
- Oversee care coordination efforts to ensure that Participants' treatment plans are comprehensive and adapted to changing health needs.
- Crisis Intervention and Safety Planning:
- Provide leadership in crisis intervention situations, guiding staff in de-escalation techniques and coordinating emergency responses when necessary.
- Collaborate with Participants during crises to develop and implement safety plans, ensuring continuity of care through follow-up services.
- Establish protocols for staff to assist Participants in accessing crisis intervention services from community partners.
- Documentation, Compliance, and Reporting:
- Ensure staff maintain accurate, timely, and confidential documentation of Participant interactions, service plans, and progress in compliance with agency, state, and federal guidelines (including HIPAA and 42 CFR, Part 2).
- Prepare reports on case management outcomes, programmatic successes, and areas for improvement to inform continuous quality enhancement efforts.
- Participate in audits and ensure that case management records are compliant with all regulatory and agency standards.
- Team Collaboration and Development:
- Facilitate and/or participate in regular multidisciplinary team meetings to discuss Participant progress, share best practices, and address service delivery challenges.
- Actively participate in program development, providing insights and recommendations to improve care practices and Participant outcomes.
- Coordinate training opportunities for staff, emphasizing professional development, equity, and trauma-informed care approaches.
- Advocacy and Systemic Change:
- Advocate for systemic changes that improve service accessibility for Participants, addressing gaps in housing, healthcare, and social services.
- Represent ETS in community coalitions, task forces, and policy discussions aimed at addressing the root causes of homelessness, substance use, and behavioral health disparities.
- Collaborate with community partners to reduce structural inequities that impact Participants' ability to achieve stability and self-sufficiency.

Requirements
What you bring to this role – Qualifications:
- Education and/or Relevant and Lived Experience (if applicable):
- High School Diploma required; associate or bachelor's degree in social work, human services, psychology, or related field preferred.
- At least four years of experience working with individuals experiencing homelessness, substance use, or behavioral health challenges. Experience in harm reduction and outreach programs is highly desirable.
- Two years supervisory experience preferred.
- Knowledge and Skills:
- Have an understanding of racial justice and social equity and a commitment to helping create an equitable environment for all ETS clients and patients as well as fellow staff.
- Ability to establish and maintain effective working relationships with clients, patients, and staff from a wide variety of ethnic, socioeconomic, and cultural backgrounds.

- Excellent organizational skills and ability to prioritize workload, work independently, and complete tasks timely and efficiently.

Additional Essential Information:Physical Conditions and Requirements:
- The employee may be exposed to illicit drug residues and fumes or other bio-hazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.
- The employee is regularly required to sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms and talk or hear; frequently required to stand, walk, and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
- The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.
- This position requires local travel and work in outdoor environments.
