Scope:
The Assistant Manager is primarily responsible for overseeing all domestic rail operations, including the direct supervision of International Longshore and Warehouse Union (ILWU) personnel. This role ensures the safe, efficient, and productive movement of cargo through on-dock rail. In addition, the Assistant Manager will support Yard, Gate, and Vessel operations as needed based on operational requirements.
Responsibilities:
- Lead and manage daily rail operations; provide support to Yard, Gate, and Vessel operations as required.
- Ensure seamless coordination between rail management and union personnel to maintain fluid and efficient rail production throughout the shift.
- Oversee all aspects of rail operations, including train scheduling, movement tracking, equipment availability, and both inbound and outbound traffic.
- Drive rail productivity and ensure performance metrics meet or exceed established KPIs.
- Build and maintain strong working relationships with rail vendors, ocean carriers, and other stakeholders.
- Order and manage ILWU rail labor, and review and approve associated payrolls. Ability to hire and fire.
- Coordinate container loading plans with terminal operations departments, rail providers, and customers to optimize throughput.
- Participate in daily rail area meetings with neighbor MTO's, carrier representatives and rail providers.
- Resolve customer inquiries and issues related to container movements, holds, or delays caused by Customs or government inspections.
- Ensure compliance with collective bargaining agreements, carrier contracts, and local rail operating procedures.
- Keep executive management and management colleagues informed of any rail operational issues that could impact productivity, service levels, or safety.
- Enforce the Pacific Coast Marine Safety Code (PCMSC) during operations.
- Foster a high-performance culture with strong employee engagement and accountability.
- Assist in developing the annual operating budget and identify opportunities for cost savings, capital investments, and operational improvements.
- Demonstrate effective planning, leadership, communication, and problem-solving skills in a dynamic work environment.
- Perform other duties as assigned.
Reporting to this position are:
- Operations Labor Manager's (OLM) working in all departments as assigned.
Qualification/Requirements:
- Bachelor's degree (B.A. / B.S.) from an accredited four-year college or university, or equivalent combination of education and experience.
- Strong Leadership skills
- Must possess excellent customer service skills with the ability to grasp extensive knowledge while dealing with a variety of people at various levels.
