Position Summary:
The Caminos Human Resources Liaison is the central point of contact for all HR-related functions within the Caminos program. Reporting to the Senior Director of Human Resources, with a collaborative reporting relationship to the Executive Director, this role plays a key part in supporting our team.
This position offers a dynamic blend of administrative and operational duties, including maintaining employee records, ensuring policy and procedural compliance, and contributing to the overall effectiveness of HR processes.

Compliance & Auditing
- Regularly partners with the Auditing & Compliance Specialist and HR Assistants to ensure personnel files are updated, support audits, and collect required compliance documents from staff.
- Provide relevant information to the HR People Partner for investigations and disciplinary matters when requested.
- Updates and maintains job descriptions, collaborating with HRIS to ensure accuracy and consistency, especially for Caminos roles.
Leadership & Process Management

- Serves as the liaison for Caminos, providing support and oversight for all HR-related matters.
- Creates and maintains Standard Operating Procedures (SOPs) for responsibilities and process improvements.
New Hire Coordination & Onboarding
- Leads and facilitates pre-employment meetings for new hires working in Caminos programs.
- Participate in the internal transfer process; ensuring file reviews, disciplinary checks, ADP updates, and communication of start dates to managers and staff.
- Collaborate with the Onboarding team to initiate and track onboarding paperwork, ensuring timely updates through HR systems and accurate communication of new hire status.
- Maintains accurate and current new hire folders, both digitally and in paper format.
- Provides support to the PA, WV, HSPRS, and Nacional programs.
Regulatory Compliance & ORR Processes
- Manages the supervision plan process, including creation, requests, and removals, in collaboration with hiring managers, ensuring adherence to ORR and/or State regulations.
- Acts as the primary point of contact for ORR hiring approvals, including supervision plans, PSA Clearance Requests, A-14s, rubrics, and other applicable hire authorizations.
- Leads the Suitability Assessment process, providing guidance to employees and liaising with ORR and relevant stakeholders throughout.
- Submits and tracks background checks (e.g., drug screens, TB tests, physicals, driving records, OIG, CPS, fingerprinting) and immunization records, ensuring regulatory compliance.
- Conducts reference checks for new hires under ORR and state contract requirements.
- Prepares, verifies, and manages all new hire paperwork, ensuring compliance with legal and organizational standards.
Onboarding Support & Employee Engagement
- Maintains an up-to-date calendar in the HR Admin Group Calendar, providing timely updates on changes.
- Serves as the primary contact for Caminos new hires, addressing inquiries and offering continued support throughout the onboarding process.
- Coordinates with IT and Facilities to ensure new hires have necessary equipment and workspace and oversee the collection and documentation of returned items from offboarding staff.
- Collaborates with HR teams across all sites to effectively support the entire Caminos program.
- Tracks screening results and shares updates with Onboarding Specialists, leadership, and stakeholders.
- Coordinates with QI and Training teams to schedule New Hire Orientation and conducts 7-day follow-up surveys for feedback.
Certifications, Licensing, and Records Management
- Verifies licensure and education through appropriate state boards, ensuring proper documentation in employee files.
- Updates onboarding materials, including handbooks and welcome kits.
- Stays informed about best practices for ORR and Caminos-related compliance and HR processes.
- Completes E-Verify for all new hires and ensures entry into the required state new hire reporting systems.
Special Projects & Documentation
- Supports special projects as assigned by the Senior HR Director or CHRO.
- Coordinates ORR reporting in partnership with the HRIS Specialist.
- Reviews all incoming and outgoing documentation for completeness, accuracy, and compliance with internal policies.
- Leads or assists with quality improvement projects and initiatives as needed.
· Works with supervisors and staff to improve employee life cycle and management.

Position Type/Expected Hours of Work:
This is a full-time position. This position may require work hours to include occasional evenings, on-site and off-site attendance at meetings. Leave is available by going through the prescribed leave request process. Employees are denoted as non-essential for emergencies and inclement weather notices.

Travel is primarily local, although offsite travel will be required on occasion.
Required Education and Experience:
· 3-5 Years working in an HR-Setting, preferably with a Business Partner Model
· High School Diploma
Preferred Education and Experience:
Bachelor’s degree with a minimum of 4 years Human Resources or Management.
Or
Master’s degree with a minimum of 2 years of experience in Human Resources or Management.
