Job Summary:
The Proposal Manager will lead the development of high-quality proposals and bids that clearly articulate our company's value proposition. This key role will collaborate with cross-functional teams to ensure that proposals are completed on time and meet all requirements. The key role of the Proposal Manager is creating and submitting winning business proposals or bids on time in response to requests from clients or organizations. Ensure compliance to the government Requests for Proposals (RFPs) and Requests for Information (RFIs).
Responsibilities:

Lead the development and submission of proposals in response to RFPs, RFIs, and other solicitations.

Manage the proposal development process, including project planning, scheduling, coordination, and review/editing of work to ensure high quality.

Develop proposal outlines and templates, ensuring compliance with all proposal requirements and the company's branding and messaging guidelines.

Collaborate with subject matter experts and cross-functional teams (sales, technical staff, product management, etc.) to develop content for proposals.

Review and edit proposal content to ensure consistency, clarity, and quality.

Ensure that all proposal meets all the requirements outlined in the RFPs, RFIs, and RFQs

Coordinate final proposal production and submission, ensuring adherence to deadlines. After proposal submission, track the progress of the proposal, such as evaluating the likelihood of success, monitoring feedback from clients, and tracking key metrics.

Conduct post-submission debriefs and incorporate feedback into future proposals.

Manage the logistics of proposal submission, whether it involves physical/hardcopy or electronic submission.

Maintain a proposal database and track submitted proposals, including wins and losses, to support continuous improvement in the proposal process.

Train and mentor staff in proposal processes and best practices.

Experience and knowledge with applications like Sam.gov, GovWin, eBuy, and VT Docs to assist with compliance and opportunities released.

Other contract and proposal related task(s) as needed.

Qualifications

Bachelor's degree in business, marketing, communications, or a related field.

Minimum of 5 years of experience in proposal management or a related role.

Exceptional written and verbal communication skills.

Strong project management skills, with the ability to manage multiple proposals simultaneously and meet strict deadlines.

Knowledge of the proposal lifecycle, including pre-proposal activities, proposal development, and post-proposal activities.

Proficiency in Microsoft Office Suite, including Word, Excel, Adobe pdf, and PowerPoint.

Familiarity with graphics and desktop publishing software is a plus.
Preferred Qualifications:

Certified as a Professional Capture or Proposal Manager (e.g., APMP certification).

Experience with proposal management software.

Familiarity with the company's industry and services/products.
Working Conditions:
The Proposal Manager may be required to work overtime, especially close to proposal submission deadlines. Some travel may be required for meetings or presentations. This position requires long periods of sitting, as well as regular interaction with team members via virtual or in-person meetings.
Salary : $85,000 - $125,000
