Excalibur Associates Inc. is seeking a CFIUS Risk Analyst, with a Top-Secret Clearance (SCI eligible), to join our team in support of the United States Department of Agriculture (USDA), Office of Homeland Security (OHS), National Security Division (NSD). The CFIUS Risk Analyst will contribute to the mission of safeguarding U.S. agriculture land, infrastructure, research (animal and plant), technologies, products, and operations.
QUALIFICATIONS:
• Active TS clearance with SCI eligibility.
• Bachelor's degree.
• 5 years of risk analysis experience, preferably analysis supporting national security.
• Exceptional reading, writing, and editing skills.
• Proven ability to work in a fast-paced environment, under pressure, and meet deadlines.
DUTIES & RESPONSIBILITIES:
• Review CFIUS filings for risks to USDA and agricultural equities, including U.S. agriculture land, infrastructure, research (animal and plant), technologies, products, and operations.
• Research and gather background information up to the Top Secret/SCI level for inclusion in work documentation and deliverables.
• Track and manage multiple cases simultaneously, prioritize multiple tasks.
• Work with USDA Agencies and Offices via verbal and written communication to conduct due diligence on cases under review.
• Write and edit quality, timely package documents and emails for senior Department leadership and stakeholder review.
• Attend and facilitate meetings (including classified), prepare agendas, track action items.
• Write and edit standing operating procedures (SOPs), technical documents, white papers, reports, and related technical publications to communicate specifications and instructions clearly and effectively to diverse audiences.
DESIRED QUALIFICATIONS:
• Experienced and proficient in open-source analyses, critical thinking, finding and filling information gaps.
• Exceptional reading, writing, and editing skills.
• Excellent time management skills to prioritize multiple tasks.
• Reliable, proactive teammate that follows directions and completes work on schedule as assigned, in a remote environment.
• Works well independently, as part of a team, and with staff at all levels.
• Familiarity with foreign investments, global trade, international relations, and/or economic sanctions.
